Redhorse Corporation has an immediate career opportunity for a Geospatial Information Systems (GIS) Professional who will function as the Real Property Inventory (RPI) Reconciliation Specialist on a long-term engagement with the Army National Guard (ARNG). The RPI Reconciliation Specialist will perform as part of an integrated team to develop, maintain, and report geospatial data layers depicting the built and natural environment for the ARNG to maintain Situational Awareness (SA) of real property and environmental assets. The data must be compliant with applicable Department of Defense (DoD) and Army Geospatial Information Systems (GIS) standards and specifications. The ARNG uses (Common Installation Picture) CIP tools (Python scripts) to validate geodatabase geometry, schema, and attribution; then output data discrepancy reports. The CIP process is flexible and scalable, enabling the integration of Quality Assurance/Quality Control (QA/QC) into installation level GIS workflow and the rapid adjustment to new data requirements.

The RPI Reconciliation Specialist will track facilities in GIS and PRIDE systems, then identify and reconcile discrepancies in reporting between the databases for ARNG installations.

Responsibilities include:

  • Documenting the GIS/RPI reconciliation process along with all tools and methodologies used.
  • Coordinate with representatives of ARNG state installations to conduct kickoff meetings, present the GIS RPI reconciliation process, brief ARNG representatives about specific actions to be taken, and maintain meeting minutes.
  • Review and ground truth GIS features to ensure correct Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) entity set, category code (CATCODE), and Unit of Measure.
  • Update GIS data to ensure correct spatial representation and populate the GIS records with real property foreign key to enable linking with PRIDE information.
  • Photograph assets with GPS coordinate encoded digital photographs.
  • Review and update PRIDE
  • Submit summary memorandums for changes in PRIDE for each State/Territory Facility Information Holder

This position will accommodate remote working or teleworking, with preferred locations for employees being San Diego, San Antonio, or the Washington, DC metro area. Occasional travel to various ARNG sites may be required.

 
Position Requirements

Minimum Basic Requirements for Skills, Experience, Education and Credentials include:

  • Bachelor’s degree or equivalent experience (four years) 4 to 8 years of related experience.
  • Knowledge of GIS, quantitative analysis, geospatial production techniques, and digital data formats.
  • In-depth knowledge of ArcGIS, MS Access and SQL.
  • Experience with commercial-off-the-shelf geospatial software such as ESRI ArcGIS, QGIS, MicroStation, TerraScan, ERDAS Imagine, SOCET GXP, etc.
  • Experience with U.S. Army Corps of Engineers (USACE), DoD, Intelligence Community
  • May require traveling to various Army National Guard sites

Additional Preferred Basic Requirements for Skills, Experience, Education and Credentials include:

  • Background working with military customers.
  • Familiarity with military structure and decision making.
  • Demonstrated proficiency in communicating scientific/technical/policy information.
  • Experience with Real Property and PRIDE systems.
  • Ability to work from home successfully in a team environment and to form and maintain effective teams.
  • Ability to prioritize work and the flexibility to change directions as the job dictates.
  • Position requires strong interpersonal skills, attention to detail, and ability to work effectively across the organization at all levels.
