About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. During 2016, KMHS provided services to more than 6,800 children and adults.

Plans, develops, implements and directs clinical services and programs that are highly coordinated with other KMHS services and with the community and KMHS partners and contractors, and that consistently strengthen partnerships within behavioral health and with primary care, long term care, and other health services providers.  Ensures a well-integrated approach to services provision on behalf of KMHS clients and the community including access to intake and diagnostics, healthcare, occupational, and personal services.

Essential Duties and Responsibilities

  • Develop and implement Crisis Triage and Stabilization Unit, including hiring, training, disciplining and coaching staff.
  • Develops and directs assigned KMHS services and programs and works with others to ensure high level coordination with KMHS services and with the community.  KMHS programs address mental health and chemical dependency needs in a fully integrated manner.
  • Assesses and monitors assigned KMHS service commitments and establishes service goals, ensuring compliance with contracts and offering a scope of services that enhances expanded partnerships.  
  • Integrates an array of crisis triage and stabilization services to optimize consumer/client access to needed care. Ensures continuity of care for consumers post discharge via linkage to, an array of services such as housing, assistance with daily living needs,, transportation, life skills, long term care, employment, day support services, and safety.
  • Develops and monitors program budgets, maximizes revenues, maintains meaningful internal data from which to base future budgets, scope and level of service, and program enhancements.
  • Participates in the development and implementation of county/regional plans and assures that programs are compliant and can be sustained over the longer term.  Represents KMHS in the community and serves as liaison to other social service/community agencies, advocacy groups, consumers, and others.
  • Organizes intake, assessment, diagnostic services for timely response and referral to other internal and external services.  Conducts routine reviews of these activities to assure quality of service.
  • Ensures continuity of care for clients.  Ensures that adequate clinical coverage and psychiatric consultation is available and readily accessible within all community based programs.  Monitors care for proper clinical care, services utilization, and contract compliance.
  • Works with community partners to educate them about resources available to clients as well as connections back to KMHS.
  • Ensures that services are developed and delivered in a manner that is trauma informed and recovery oriented.
  • Ensures that all required documentation is complete and submitted in an accurate and timely manner, in accordance with agency and regulatory requirements.  
  • Identifies client and community needs and advances programs and services to enhance and responsiveness and quality.
  • Participates in the agency’s community relation activities.  Develops and maintains relationships with healthcare providers, social services agencies, schools, and other groups serving as advocates for exceptional needs clients.
  • Promotes and contributes to positive staff morale by facilitating timely response to problems and ensuring thorough and accurate internal communications.
  • Performs other duties as required to accomplish the objectives of the position.
Position Requirements

Knowledge and Skills
The position requires advanced specialized knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and behavioral disorders, and for career counseling and guidance.  Requires well-developed knowledge of human behavior and performance, including individual differences in ability, personality, interests, learning, and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders.  Requires knowledge of principles and processes for providing customer and personal services including customer needs assessment, quality standards for services, and achieving and evaluating customer satisfaction.  Requires knowledge of business, management, and resource allocation principles and practices, supervisory practices, and processes for setting outcomes-based program goals. Requires well-developed knowledge of the English language to prepare professional correspondence, reports, and grant proposals.  Requires sufficient knowledge and skill at using computers and common office productivity software and specialized applications for budget, research, and the mental health environment.  Requires well-developed human relations skills to convey business and technical information to others, initiate communications with external agencies often in a formal speaking environment, establish and communicate standards of performance, solve problems, and demonstrate a sensitivity to staff, clients, and business partners from diverse cultural and socio-economic backgrounds.

Requires the ability to carry out the objectives of the position and to formulate and manage a large multi-faceted community services program that services a dual purpose in serving both business partners and clients.  Requires the ability to develop innovative programs and services to meet diverse needs and interests of the community and expand KMHS business interests.  Requires the ability to establish achievable program goals, develop, and evaluate program outcomes.  Requires the ability to analyze and make inferences from data and problems and convert them to action plans.  Requires the ability to initiate and maintain results-oriented, positive relationships with other agencies and the community at large.  Requires the ability to prepare clear, comprehensive and accurate reports, presentations, and publicity materials.  Requires the ability to supervise, establish standards of performance for, train, and integrate the services provided by staff.   Requires the ability to comply with requirements for handling private information, quality assurance, and utilization.  Requires the ability to work with and demonstrate sensitivity to the needs of diverse populations.

Physical Abilities
Requires the physical and ambulatory ability to function effectively inpatient and office environments, engaged in work of a largely sedentary nature.  Requires hand-eye-arm coordination ability to use a personal computer keyboard to access and record information.  Requires forward flexing and reaching ability to retrieve work materials and files.  Requires visual ability to recognize words, numbers, and non-verbal actions of people.  Requires auditory ability to project voice and carry out conversations with individuals and groups in person and over the phone.

Education and Experience
The position requires a Master’s degree in social work, mental health, psychology, or related human services related field and 8 years of progressive clinical experience, including 3 years in a leadership capacity with specific experience in program start-ups, needs assessment, crisis triage/crisis support, and program development. Preferred Chemical Dependency Professional license or similar experience and training.

Licenses and Certificates
Licensed Mental Health Professional. Prefer CDP license. Must possess and maintain valid driver's license with an acceptable motor vehicle report, and reliable personal transportation with business-rated insurance.
