WORK OBJECTIVE

The Parks Supervisor is responsible for supervising the maintenance of park facilities, park grounds, and athletic fields, which includes supervision of field crews engaged in irrigation, horticultural, and turf maintenance and the care of parks and other City properties. The position provides technical advisement to crews as needed (i.e., chemical applications, fertilization rates, irrigation management and scheduling, horticultural care). The work involves organizing, planning and implementing daily work assignments and longer-term work projects and staff planning and scheduling. The work is performed under the general supervision of the Parks and Recreation Director with independent judgment used to determine work methods and procedures and review through reports, observation and periodic discussions.

ESSENTIAL FUNCTIONS

  • Assists in the planning, organization and implementation of departmental goals and objectives and assists in the formulation of division policies andprocedures.

  • Plans, organizes, and implements parks maintenance, repair, and development activities.

  • Coordinates renovation, construction and developmentprojects.

  • Directly schedules and supervises Parks’ Division employees; coordinates and issues equipment, materials and supplies; and inspects the work of staff engaged in the maintenance and upkeep of park and Cityproperties.

  • Carries out supervisory responsibilities in accordance with the City’s policies and procedures and applicablelaws.

  • Assists with supervision and oversight of maintenance contracts for parks, grounds, cemetery, right- of-way maintenance and other areas asassigned.

  • Provides for the safety of both the public and employees relative to the use of machinery, equipment, pesticides andfertilizers.

  • Inspects and monitors horticultural installations, tree/shrubbery trimming, irrigation systems, and other parks and City property projects for compliance with work orders, proper methods and techniques, proper operating conditions, and safety compliance.

  • Supervises and provides technical advisement and assistance on turf, landscape and arbor management to include the selection and installation of materials, the handling and application rates of pesticides, fertilizers and other horticultural products, and water management and programming of control systems.

  • Assists in managing assigned parks and facilities and ensures the safety and cleanliness of parks equipment.Routinely inspects park grounds and facilities and submits recommendations on the upkeep, upgrade, construction and/or renovation ofparks.

  • Participates in the development and implementation of City-wide specialevents.

  • Performs public relations functions between the City, community and various civic agencies and groups.

  • Performs moderately complex and evaluates statistical data,generatesandsubmitsreportsanddocumentation,projects issues).

  • Assists with the annual budget preparation, reviews maintains accounts, and reviews and approves andbudgetaryexpenditures.

  • Trains and orients employees on job skills, safety procedures and other department rules, procedures andpractices.

  • Manages staff scheduling and time reporting and approval processes.

  • Performs other duties as assigned by Department Director.

  • Works a flexible schedule, including evenings, weekends and holidays.

MINIMUM QUALIFICATIONS

  • Associate’s Degree in Parks and Recreation Management, Horticulture, Landscaping, Forestry, Natural Resource Management or related fields; 3 years of directly related work experience, with at least 2 years in a supervisory capacity. Equivalent combination of education, training and experience may be considered.
  • Position requires frequent driving and possession of a valid Florida Class “E” Driver’s License.

  • Certification in one or more of the following areas is desired: Playground Inspection certification, Irrigation certification for Landscape or Turf, Intermediate Maintenance of TrafficCertification.

  • Must possess and maintain a valid Florida Driver’s License (prefer CDL class B endorsement) while maintaining a safe driving record.

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

KNOWLEDGE, SKILLS & ABILITIES:

  • Thorough working knowledge of the principles, practices and materials used in parks, grounds and athletic field care and maintenance; parks management and general construction trades work.

  • Considerable knowledge of methods, materials and equipment used in the modern practice of horticulture, arboriculture, agronomy and related fields.

  • Considerable knowledge of applying pesticides, chemicals, and fertilizers safely.

  • Considerable knowledge of the hazards involved in the work and safety precautions to be taken. Knowledge of the installation and maintenance of playground equipment and playground sites. Knowledge of work zone safety and traffic control.

  • Knowledge of installation and maintenance of irrigation systems and turf management.

  • Ability to safely operate equipment utilized in all phases of landscaping and tree maintenance including trucks, tractors, riding mowers, hand tools, shovels, earth tillers, generators, saws, probes and small utility vehicles.

  • Skill in the use of microcomputers and associated programs and applications necessary for successful job performance.

  • Skill in both oral and written communications.Ability to communicate clearly and concisely and understand and follow oral and written instructions.

  • Ability to maintain records and develop, prepare, analyze and present reports.

  • Ability to establish and maintain a professional effective working relationship with departmental personnel, all levels of employees, City officials, other government agencies and the general public.

  • Ability to provide safety training for employees engaged in pest control and maintenance activities

  • Ability to understand and follow oral and written instructions and communicate clearly and concisely.

  • Ability to supervise subordinates in a manner conducive to high performance and good morale.

PHYSICAL REQUIREMENTS:

Tasks involve the ability to exert physical effort in medium to sometimes heavy work, and may involve some lifting, carrying, pushing and/or pulling of objects and materials weighing up to 50 pounds and occasionally heavier items up to 80 pounds.

ENVIRONMENTAL REQUIREMENTS:

Work is almost entirely outdoors with exposure to extreme weather conditions such as heat, sun, cold, wind, rain, storms, etc. Exposure to mosquitoes, flies, bees and other pests is also common. Exposure to normal traffic hazards. Occasional exposure to fumes from automotive exhaust, paints, chemicals, pesticides and fertilizers.
