Program Manager (TDS/ILS)

Tailored Day Services (TDS)/ Independent Living Skills (ILS) Program Managers provide overall management of all aspects of the assigned TDS and ILS programs, including direction, supervision and management of staff and participants.


Operational & Programmatic Management

  • Develop and distribute data tracking sheets to staff.
  • Maximize authorized hours.
  • Ensure completion and maintenance of programmatic forms, files, paperwork, etc.
  • Track and record participant progress toward achievement of goals and objectives.
  • Prepare and operate within annual budget, meeting or exceeding budget goals.
  • Respond to all requests, questions and issues in a timely manner.
  • Ensure program compliance with all policies, procedures and standards.
  • Prepare program-related reports and submit to Regional Director.
  • Conduct spot checks and home visits.
  • Conduct intake meetings and ensure timely and complete enrollment of all new participants.
  • Collect, complete and submit billing and authorizations according to deadlines.
  • Manage and oversee housing sites and activities contained within, if applicable.
  • Participate in participant investigations, as needed.
  • Work with participants when staff members are absent.
  • Recruit, review and process referrals to the program.
  • Diffuse crisis situations and provide crisis intervention, as necessary.
  • Conduct safety drills with staff and participants.
  • Attend all required meetings and in-services.
  • Complete all required training.
  • Effectively relay issues and concerns to the Regional Director.
  • Maintain 24-hour/day availability and respond to all crises.

Personnel Management

  • Hire, train, direct, develop, evaluate, supervise and mentor direct reports.
  • Prepare and submit personnel forms.
  • Collect, audit and finalize time cards and mileage for staff.
  • Monitor staff performance, complete performance reviews and report potential issues.
  • Hold staff accountable to their job description, job duties and attendance.
  • Submit one employee Value Award Nomination per quarter.
  • Conduct monthly staff meetings.

Company Standards

Position Requirements


  • Bachelor’s Degree in Human Services or related field.
  • Master’s Degree in Human Services or related field (preferred).


  • Three years direct hands-on experience working with individuals with a variety of disabilities.
  • Experience with instructional strategies & developing natural supports, including state-of-the-art techniques.
  • Demonstrated ability to provide staff training, supervision and planning.
  • Personnel management experience (preferred).  
  • Experience with instruction of independent life skills:  household maintenance, money management, use of community resources, meal planning and preparation, and health/safety, etc. (preferred).

Required Skills

  • Ability to communicate effectively both orally and in writing.
  • Professional English writing ability, including usage, grammar, spelling, punctuation and vocabulary.
  • Ability to conduct staff meetings and trainings.
  • Proficient use of basic office equipment, Microsoft Office.
  • Ability to multitask, organize information and prioritize activities.

Other Requirements

  • Immediate access to a vehicle with working seat belts, valid driver’s license, current auto insurance and acceptable DMV record.
  • Ability to travel within and throughout the county in which services are provided.
  • Successful completion of drug screen and background check.
  • Fluency in a foreign language (preferred).
  • CPR/First Aid Certification (preferred).


This position requires the employee to regularly stand, walk, sit, talk and hear. They must be capable of writing, using a computer keyboard, telephone and related office equipment. Ability to lift 25lbs. required.

The employee will be working in community environments, employment sites and office environments. The employee will experience normal office conditions with a well-lighted work area and minor noise from standard office equipment. Exposure to blood borne pathogens could occur when administering first aid to participants. Hepatitis B vaccines are offered at no cost to each employee.

$43,680 - $54,000 per year + benefits. Actual wage depends on education and experience.
