CODE ENFORCEMENT TECHNICIAN – Experienced or TRAINEES with Construction Experience

As the City of Winter Garden continues to grow and thrive, we are seeking an experienced Code Enforcement Technician or a TRAINEE with construction knowledge/experience. WORK OBJECTIVE

Responsibilities include obtaining compliance with the zoning, building, signage and public nuisance codes of the City of Winter Garden with new or existing structures and property by observation and inspection. The position issues citations to property owners and/or tenants, prepares written reports documenting non-compliant properties and measures taken to correct them, and may also make public presentations to the Code Enforcement Board.

ESSENTIAL FUNCTIONS

  • Patrols neighborhoods identifying non-compliance in areas affecting health, zoning, business licensing and other city ordinances and enforcing the applicable law, working with property owners/tenants to enforce ordinances in response to complaint calls, dispatched calls or personal observation.

  • Investigates complaints on non-building problems (i.e., overgrown lawns, grading, blowing dust and debris, mud and dirt in streets and zoning) and notifies parties not complying of required changes to bring property into compliance.Inspects residential, industrial and commercial sites within the City to assure compliance with housing ordinances.

  • Takes corrective action to ensure compliance with codes and ordinances in accordance with prescribed department/division procedures (i.e., filing “Notice of Violation” and “Notice of Hearing” complaints against property owners and/or tenants).

  • Investigates and assists the Building Department in the legal process of the abatement of abandoned and dangerous buildings. Provides direction when deficiencies or non-compliances are discovered and issues “Stop Work” orders or citations for noncompliance with appropriate codes. Investigates complaints, makes reports of field inspections, and may consult with the City Attorney’s office and act as witness in prosecution of code cases.

  • Meets with various community groups to educate, provide information, and solve existing zoning or housing problems. Develops programs to improve the overall quality of the neighborhood.

  • Schedules cases to be presented to the Code Enforcement Board and provides evidentiary testimony/documents on the non-compliant areas.

  • Maintains an accurate daily log and a list of current inspections, complaints and problems reported, prepares necessary documents, enters ordinance cases on-line, prepares cases for the court/code hearings, and appears in court as needed.

  • Requires the ability to work works periodic Saturdays (typically a half day once monthly) and evenings (typically for a monthly Code Board Meeting), with the flexibility for other additional hours if needed.

MINIMUM QUALIFICATIONS

  • High school diploma or GED, a valid Florida driver’s license, and a good driving record.
  • Knowledge of construction and building code rules/regulations is highly desirable.
  • Bilingual reading and writing (both English and Spanish) is highly desirable.

KNOWLEDGE, SKILLS AND ABILITIES

  • Effective verbal and in written communications.
  • Ability to build and maintain positive working relationships while successfully defusing and deescalating conflict.
  • Ability to deal with diverse groups including the general public, co-workers, other city departments, and other code enforcement/law enforcement agencies both on the telephone and in person, while promoting a positive image of the City.
  • Ability to maintain confidentiality; work as a team player; multi-task; organize; make simple mathematical calculations; and prepare, compile, and process required reports, records, and documents for public records using proper sentence structure, grammar, and punctuation.
  • Proficient knowledge of computers, Microsoft Office applications, and office equipment (i.e., FAX machine, copy machine, camera, telephone, and radios).

PHYSICAL/ENVIRONMENTAL REQUIREMENTS

  • Moderate lifting and carrying (15 to 45 pounds)
  • Walking, crawling, kneeling, bending, balancing, stooping, and climbing
  • Operation of a motor vehicle
  • Works inside and outside in varying weather conditions with noise, and slippery and uneven surfaces.
