Anticorruption Program Advisor

PST is seeking an Anticorruption Program Advisor to join the Bureau of International Narcotics and Law Enforcement Affairs (INL) team. INL is the lead bureau responsible for narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). The Office of Anti-Crime Programs (INL/C) engages in multilateral diplomatic and programmatic efforts to promote U.S. foreign policy and national security interests in a range of priority crime issues, including anticorruption. INL/C’s Anticorruption Team plays a leadership role in INL, the Department, and the inter-agency in combating corruption and kleptocracy (high-level corruption) internationally. The team’s principal roles are 1) policy development 2) development and management of multilateral anticorruption processes and special (bilateral and thematic) initiatives, and 3) management of regional anticorruption assistance programs, which complement diplomatic initiatives and bilateral programs. The anticorruption team also administers legal authorities to deny entry to the United States of corrupt officials and those who enable or benefit from their corruption, and works with the Department of Justice (DOJ) to support recovery of stolen assets. The team provides advice and support to INL regional offices on development and implementation of bilateral programs with an anticorruption or good governance component. The team is the U.S. Government lead, working closely with DOJ, Treasury, Department of Homeland Security, and other partners, in several key international anticorruption efforts, with a focus on adoption of international standards and concrete follow-up action.


· Support the team’s work in preparing for the December 4-6, 2017 Global Forum on Asset Recovery, including taking notes on weekly conference calls, and drafting readouts with next steps; following up with the interagency on deliverables and edits on official and informal documents; liaising with the World Bank’s office coordinating the Forum; coordinating personnel assistance during the Forum; drafting memos to engage with Department leadership on the Forum; assisting with the scheduling of bilateral meetings during the Forum and other duties relating to the Forum as assigned.

· Support the team’s work in preparing for the U.S. participation in the UNCAC review of Italy, the U.S. UNCAC review by two other countries and the U.S. MESICIC review by two other countries both starting in early-2018, by coordinating supporting documentation with the interagency, developing visit schedules, setting up meetings with interagency colleagues, working with the resources management office on visit logistics, and other duties relating to the three review activities as assigned.

· Support the team’s work on visa actions relating to corruption, including by conducting outreach to bureaus and posts, drafting support memoranda, coordinating Department clearances, and tracking cases.

· Other duties as assigned, which could include support work on INL funded programs and assisting with the preparations for multilateral meetings such as the UNCAC Conference of State’s Parties in November 2017, and the G20 in September 2017 and February and June 2018, and providing support for management of foreign assistance programs funded by the Anti-corruption Team.

Position Requirements

Position Requirements:

· U.S. Citizenship.

· A Bachelor’s Degree or equivalent from an accredited institution.

· A Secret clearance is required for this position; however, the Advisor may begin work with an interim Secret security clearance

· Demonstrated one (01) years of experience in foreign affairs, foreign assistance, and/or public policy or closely related fields

· Demonstrated knowledge of foreign affairs.

· Demonstrated knowledge of processes related to project management.

· Demonstrated ability to communicate effectively orally and in writing. Proficiency in English grammar, punctuation, usage, and style and able to edit in a form suitable for lay audiences.

· Demonstrated ability to establish and maintain effective relationships.

· Demonstrated ability to provide excellent customer service.

· Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times, while maintaining a high degree of quality of work product.

· Demonstrated proficiency in computer and web-based applications including Microsoft Office Suite and Adobe Acrobat.
