USAID Sustainable Water Partnership (SWP) - Nepal Pilot Project

Effective with the release of this position announcement, Winrock International will be recruiting a Nepalese senior expert for the part-time position of Senior Advisor/Water Resources Management Specialist

The anticipated 1- to 2-year part-time assignment, funded by USAID and based in Kathmandu, will focus on coordinating current USAID water activities in two catchments. The responsibilities, duties and qualifications for these positions are described in the position descriptions below. The assignment is anticipated to commence in October or November 2017.

POSITION TITLE: Senior Advisor/Water Resources Management Specialist

DEPARTMENT: Clean Energy and Water (CEW), Winrock International

LOCATION: Kathmandu, Nepal

Reports to: Program Director, Sustainable Water Partnership (SWP)

Position Summary:

The Senior Advisor/Water Resources Management Specialist will provide strategic advice to USAID/Nepal and USAID implementers to coordinate all USAID-funded, water-related activities in the Rangun and Lower Karnali Watersheds.

ESSENTIAL Responsibilities:

The Senior Advisor/Water Resources Management Specialist will have in-country responsibility for advising USAID/Nepal, representing the SWP project in meetings with the client and development partners. The Senior Advisor/Water Resources Management Specialist will collaborate directly with USAID/Nepal and several USAID implementers in order to develop integration plans focusing on Rangun and Lower Karnali Watersheds, setup indicators and targets to follow progress and performance and facilitate quarterly meetings among the actors.

The Senior Advisor/Water Resources Management Specialist will be responsible for reporting and documenting results and progress to the SWP Director.

Qualifications and Background:


  • PhD or Master's Degree in a water related field, such as civil or water resource engineering, hydrology, biology, natural resource management


  • Minimum of fifteen (15) years of progressively responsible experience in the water sector, including on water resource planning/management efforts

  • Experience managing and supporting donor-funded development projects in Nepal

  • Experience working with USAID or other donors in Nepal; knowledge of USAID project management and reporting requirements much preferred

  • Experience providing strategic advice to donors, such as project design or assessment

  • Experience with assessing water sector issues and developing water management plans or strategic plans with clear roles, defined outcomes, and monitoring indicators and targets

  • Experience coordinating or facilitating high-level meetings


  • Ability to demonstrate the highest level of ethical standards at all times

  • Working knowledge of basic computer programs, including MS Office Suite

  • Working proficiency in English (verbal and written) required

  • Ability to travel to the field as necessary
