Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Program Associate for its Civic Engagement and Social Equity (CESE) Unit within the Civil Society & Education (CSE) Group. The responsibilities, duties, and qualifications are described in the attached position description.

POSITION DESCRIPTION

POSITION TITLE: Program Associate 1

LOCATION: Arlington, VA

UNIT: Civic Engagement and Social Equity (CESE)

GROUP: Civil Society & Education

REPORTS TO: CESE Program Officer for Assigned Projects

STATUS: Non-exempt

POSITION SUMMARY:

The Program Associate 1 will provide home office support to select Winrock projects and contribute to program development and proposal preparation in the areas of civil society strengthening, gender, social inclusion, trafficking-in-persons and child labor. Responsibilities include monitoring project implementation using Winrock project management tools, as well as coordinating new business development activities and contributing to proposal efforts.

The Program Associate 1 prepares briefs for proposed projects and project plans and/or edits those written by others; monitors project budgets; uses monitoring systems for tracking project status; assists teams with research, communications, reporting and deliverables.

ESSENTIAL RESPONSIBILITIES:

Support implementation of select projects by serving as the liaison between Chiefs of Party and Winrock's Home Office under direction of a Program Officer. Specific tasks include:

  • Work with Program Officers, Awards Management, Procurement, Human Resources, ICT, and Finance to provide ongoing monitoring, tracking and troubleshooting of all aspects of program implementation

  • Use Winrock's Project Management (PM) tools to implement systems for managing project information, scheduling, internal and external communications, as well as staff, consultant and subrecipient contracts

  • Assist in the preparation of work plans, quarterly and annual reports to donors

  • Draft and monitor consultant contracts and subawards, review expense reports and coordinate payments

  • Conduct project-related research

  • Conduct field visits to understand and support project activities

  • Draft communications materials, best practices, success stories, and lessons learned

  • Contribute to institutional budgeting, planning and implementation of strategic activities

  • Coordinate external communications with Winrock's CTIP network, including regular updates, recurrent calls and/or webinars, surveys and other

  • Continuously update and maintain Winrock's TIP contact management database

  • Assist in project start-up and close-out

  • Prepare correspondence and reports, as required

Support new business. Specific tasks include:

  • Serve in a variety of supporting proposal development roles, working with the Proposal Lead to develop and finalize any relevant documents

  • Serve in the role of Proposal Manager, assisting the Proposal Lead in setting deadlines, coordinating tasks, facilitating adherence to the proposal schedule, coordinating and revising partner inputs, and supervising proposal production & delivery

  • Write and compile capability statements, CVs, and other non-technical proposal components

QUALIFICATIONS AND BACKGROUND

Education:

Bachelor's degree in related field required.

Skills/Knowledge/Experience:

  • Minimum one year of professional experience in international development or relevant field

  • Relevant experience in the technical areas mentioned above a plus

  • Experience living or working in developing countries desirable

  • Excellent analytical and interpersonal skills

  • Fluent in English and one other language

  • Demonstrated written and oral communication skills in English required, report writing and editing experience desirable

  • Abiltity to multi-task and juggle competing priorities while ensuring quality output
  • Proficiency in software supported by Winrock (MS Word, Excel and PowerPoint)
  • Self-starter and creative thinker

  • Experience working effectively as part of a team

  • Ability to demonstrate the highest level of ethical standards at all times
