POSITION TITLE: Program Associate II

LOCATION: Arlington, VA

UNIT: Education & Empowerment (E&E)

REPORTS TO: E&E Program Officers

STATUS: Full-time, exempt

Position Summary:

The Program Associate II will provide home office support and 'backstopping' of field projects and assist in preparing proposals primarily in education, workforce development and employment, gender equity, leadership, capacity building, and protection of vulnerable populations. Responsibilities include coordinating support for on-going projects, including monitoring project activities on a daily basis, assisting with tracking financial and technical reports, communicating with field staff, coordinating new business activities and writing sections of proposals.


Support implementation of assigned projects by serving as the liaison between Chiefs of Party and home office under direction of a program officer.Specific tasks include:

  • Work with Program Officers, Human Resources, Awards Management, and Finance to address support needs and ensure compliance with Winrock and donor policies.

  • Identify problems that surface in the field and coordinate home office support to resolve- E

  • Maintain systems and information for tracking assigned projects such as donor requirements, project deliverables, project ending dates and project expenditures

  • Assist in the preparation of work plans, quarterly and annual reports to donors

  • Review monthly field expenditure reports and wire transfer requests to ensure correct coding, accuracy and timely processing

  • Conduct project-related research, as needed

  • Conduct occasional field visits to monitor and support project

  • Gather and compile best practices, success stories, and lessons learned

  • Conduct short-term research and other tasks as assigned by the Group Senior Director and/or the Unit Director

  • Draft contracts/subcontracts for consultants and all follow-up with payments, including expense reimbursements and deliverable submission

  • Assist in project start-up and close-out procedures.

Support new business development.Specific tasks include:

  • Serve in the role of Proposal Manager, assisting the Proposal Lead in setting deadlines, coordinating tasks, facilitating adherence to the proposal schedule, coordinating and revising partner inputs, and supervising proposal production & delivery.

  • Serve in the role of Pricing Lead, working with the Proposal Lead to develop and finalize the proposal budget and cost documents.

  • Write and compile capability statements, CVs, and other non-technical proposal components.

Other tasks as assigned.


Education: Bachelor's degree in related field required.


  • Minimum one year experience in project support, administration and management

  • Experience in the technical areas of education, workforce development and employment, gender equity, leadership, capacity building, child labor and protection of vulnerable populations is a plus

  • Demonstrated skills in project planning and budgeting

  • Demonstrated written and oral communication skills in English required, proficiency in additional languages specifically French, highly desired

  • Ability to demonstrate the highest level of ethical standards at all times

  • Proficiency in institutional supported software (MS Word, Excel and PowerPoint)

  • Self Starter

  • Highly organized

  • Ability to meet deadlines, manage multiple tasks and juggle competing priorities while ensuring quality output

  • Field experience desirable, especially in Africa and Asia

  • Must be a team player with good interpersonal skills

  • PMD certification a plus.
