Summary:

Personnel Recovery (PR) SME (Subject Matter Expert) Analyst support the Combined Arms Center (CAC) Personnel Recovery Doctrine and Training Support Personnel Recovery Proponent Office. Personnel Recovery Doctrine and Training Support Personnel Recovery Proponent Office provides personnel recovery (PR) doctrine and training support to ensure personnel recovery preparation efforts keep pace with changes in the global operating environment and that personnel recovery education and training prepares commanders and staff, operational forces, and individual personnel for personnel recovery across the range of military operations.

Specific duties may include, but are not limited to:

  • Support the development of joint personnel recovery-related doctrine tactics, techniques, and procedures and other guidance necessary to address the requirements of the Combatant Commanders.

  • Execute force management responsibilities (requirements definition, force development, combat developments, doctrine developments, training developments, material developments, leader development, personnel development, and facilities development) relative to DOTMLPF-P for their particular function and branches.

  • Ensure personnel, including commanders and their staffs, are organized, trained, and equipped to support personnel recovery and CoC in accordance with Executive Order 10631 and DoDI O-3002.05.

  • Ensure sufficient personnel recovery capabilities are developed, programmed, and budgeted to meet Military Department and USSOCOM personnel recovery requirements.

  • Ensure PR is integrated into all doctrinal publications and in all branches.

  • Serve as the Army lead for Service reviews of Joint and other service PR publications as required (JP 3-50, AJP 3-50, ALSA Pubs)

  • Ensure all information related to isolated personnel and the circumstances surrounding the isolation event is collected, retained, and preserved in order to plan future personnel recovery operations, support reintegration efforts, provide data analysis of PR histories, and to assist future accounting efforts.

  • Support the Joint Personnel Recovery Agency (JPRA) PR lesson learned responsibilities to ensure the collection of all significant PR related data to provide accurate, thorough, and objective accounts of circumstances surrounding the isolation of DoD personnel.

  • Contribute current operational and historical PR-related data to the central historical repository and archive and reference library managed by JPRA.

  • Train Service personnel to the levels required by the Commanders of the Combatant Commands before deployment to personnel to the theater.

  • Train all personnel in the applicable level of Code of Conduct (CoC) training as identified by the Commanders of the Combatant Command.

  • Validate and accredit all Service CoC training and ensure it conforms with the policies in DoDI O-3002.05 and TR 350-70.

  • Use existing Military Service inspection programs to evaluate CoC training programs related to CoC to ensure that they meet the requirements DoDI O-3002.05 establishes. Ensure that the Military Services provide inspection results to the Defense Prisoner of War Missing Personnel Office (DPMO) and the JPRA within 30 days of the close of each calendar year.

  • Establish and maintain a PR collection plan for observations, insights, and lessons learned (OIL). Analyze OIL to determine applicable PR lessons, expedite dissemination of releasable PR information, and publish PR lessons learned.

  • Develop, implement, and continually update based on lessons learned, input from the field, and other subject matter experts' input, appropriate training programs for PR.

  • Manage, analyze, design, develop, implement, and evaluate learning products for the institutional, operational, and self-development Army learning domains. Validate learning programs, products, and materials for efficiency, effectiveness, and accuracy, and support of unit needs; conducts evaluations and develops reports on instructor/facilitator certifications.

Required Qualifications:

  • PR qualifications ensure accuracy of command and staff, unit, and recovery force doctrine, training, and analysis.

  • Served in an Army PR related billet within the past 3 years.

  • Graduated from the Army SERE level-C course (or Sister Service equivalent). Joint Personnel Recovery Agency courses are not equivalent.

  • Experience conducting PR operations as a Brigade Personnel Recovery Officer or in a Personnel Recovery Section/Cell at Division through Army Subordinate Component Command. In lieu of experience, completion of the Army Tactical Operations Officer/Aircrew Mission Survivability Officer course is an acceptable alternative.

  • Experience conducting post-isolation reintegration and debriefing operations in support of recovered personnel.

Security Clearance: Possess and maintain a SECRET facility clearance from the Defense Security Service at the time of proposal submission and must maintain the level of security required for the life of the contract.
