CLASS SUMMARY: Oversee the day to day management of the agency’s human resources activities including recruitment and selection, employee relations, and effective implementation of policies and procedures and practices. Provides counsel, support, and guidance for various human resource matters. Responsible for adhering to agency policies, procedures and practices to meet legal requirements. Performs a variety of technical and professional assignments in support of the agency's human resources programs, including policy research, development and implementation, the administration/monitoring of recruitment activities, employee evaluations and procedures, compensation management, and coordinating employee retention programs. Serves as a member on the agency’s Management and assists the HR Director with related projects and assignments. KNOWLEDGE, SKILLS AND ABILITIES (KSA's): - Thorough knowledge of the human resource theories, principles and practices of modern human resources management, including recruitment and retention best practices, employee relations and staff development initiatives.
- Thorough knowledge of agency purpose, activities, HR policies and procedures.
- Strong computer skills including highly proficient with all MS Suite applications and familiarity with HRIS systems.
- Ability to conduct research, perform analysis and develop recommendations pertaining to personnel policies and procedures.
- Ability to research, develop and implement human resources programs, procedures and practices.
- Requires thorough knowledge of employment laws to ensure compliance (e.g. EEOC, FLSA, ADEA, and ADA Amendment Act).
- Ability to prepare and conduct training presentations.
- Ability to establish effective working relationships, both inside and outside agency.
- Ability to effectively communicate verbally and in writing.
