POSITION TITLE: Grants Management Consultant

PROJECT: USAID BERSAMA GBV Prevention Program in Eastern Indonesia

LOCATION: Jayapura, Papua, Indonesia

LENGTH OF EFFORT: August 21 (approximate) - October 27, 2017 (full time; 50 working days)

REPORTS TO: Chief of Party

PROJECT AND Position Summary:

The USAID BERSAMA program aims to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change in local communities. USAID BERSAMA includes a substantial grants program, through which NGOs and community-based organizations will propose and receive funding for activities that directly contribute to project objectives. The first round of grants was awarded in July 2017, and additional rounds of grants are planned before the end of 2017.

This consultant will provide expertise and work with the USAID BERSAMA Grants and Program teams to improve the grant-making process, establish monitoring and management system with clear roles and responsibilities, and launch the next rounds of grants. This consultant will report the USAID BERSAMA Chief of Party or delegate, and may at times be asked to liaise directly with Winrock home office management staff.


Establishment of grants management system:

Work closely with Sr. Grants Manager to:

  • Review the current procedures for each type of grant, and recommend revisions to the project's Grants Manual and attachments, including: overall timeline, bidding process, assessment, approval, award, and monitoring of different types of grants

  • Create monitoring plans for each type of grant, including specific roles and responsibilities of project staff (in coordination with M&E team)

  • Ensure filing system for USAID BERSAMA grants is operational

  • Develop logistics/procurement plan for in-kind grant delivery

  • Ensure that established procedures comply with USAID and Winrock international policies

  • Train and coach grants, finance, and program staff on grants procedures, filing, and documentation requirements, including roles and responsibilities of different staff members

Launch next rounds of grants:

  • Finalize detailed schedule for different rounds of grants to be awarded in 2017-2018

  • Work with program staff to create and advertise request for applications (RFA) for next rounds of grants for NGOs at the national and provincial levels, as well as terms of reference for in-kind grants for community-based organizations

  • With Sr. Grants Manager and/or other staff, help conduct pre-bidders workshops and administer the application process

  • Assist with evaluation, assessment, and selection of grantees

  • As required, provide advisory support to grants recipients with finalization of project descriptions, action plans and budgets

  • Working closely with the Sr. Grants Manager, draft grant agreements with selected grantees and process complete grants packages for approvals by USAID and Winrock


  • Participate in regular BERSAMA team meetings and provide additional support to grants program as assigned

  • Prepare brief bi-weekly reports on the status of work for Chief of Party and home office management staff


  • Written set of recommendations for revisions to USAID BERSAMA Grants Manual

  • Filing system operational, including checklist for grant files

  • Staff trained to manage and comply with grants procedures, and training materials documented

  • Grant monitoring plans developed for each type of grant, including roles and responsibilities

  • Detailed schedule for 2017-2018 grant rounds

  • Inputs to annual program report, as requested

  • Complete final expense report, due 30 days after completion of the assignment


  • Degree in international development, economics, accounting, business administration, public administration, or a related field

  • At least 6 years of proven experience in the field of coordination (monitoring) of programs, projectsand/or grant management components in public, non-governmental or international organization

  • At least 3 years of demonstrated experience in soliciting for grantees, awarding grants and managing grantees for results

  • At least 3 years of experience of working in or with civil society organizations or international organization in humanitarian, social or economic field

  • Experience with USAID regulations and procedures for grants and procurement

  • Excellent computer skills (word-processing, spreadsheets, and databases) are required

  • Strong analytical and report writing skills

  • Fluency in Bahasa Indonesia required; excellent oral and written communication skills in English
