DAWSON has an opening for a Fuels Project Manager at Kadena AB, Okinawa, Japan in support of the AFCEC/CFSD DLA Energy Fuels Program.

KEY DUTIES/RESPONSIBILITIES
Responsible for reviewing and recommending for approval technical documents related to engineering drawings, plans, specifications; along with contractor deliverables including material submittals, planning documents, cost estimates, and schedules. Position will develop plans and specifications for DOD fuel systems covering mechanical, Electrical, civil, structural, and environmental issues. Position will also coordinate and collect comments from all teaming partners including other AFCEC Project Managers, 772nd ESS/PKS Contracting, Defense Logistics Agency (DLA Energy), Air Force Petroleum Agency, MAJCOMs, Air Force Bases, and AFCEC Contractors involved in construction and engineering support. Execution of work will include performing duties to the highest levels of quality, within established corporate policies, and supporting all other client (AFCEC/CFSD) driven initiatives. Provide direct oversight of current AFCEC/CFSD Projects and provide updates as required. Specifically,
• Develop new Requirements Documents for inclusion in future RFP packages for Construction/Repairs
• Develop Funding Documents
• Provide Project Status Updates through the Quick Base Data Management Tool
• Ensure adherence to program quality objectives
• Establish project objectives, policies, procedures, and performance standards within the boundaries of job specifications, project requirements and corporate policies. Develop the project objectives, budgeting, and plans for successful project performance (positive client evaluations – e.g. ACASS)
• Ensure project is completed on schedule, within budget, and within established quality standards
• Act as primary technical lead with assigned client and provide recommendations and planning on all project aspects as necessary to meet project objectives
• In conjunction with the Project Manager and Production Teams in San Antonio, prepare RFP Packages and perform technical evaluation as applicable for all changes and additions to proposal agreements with the PM and CO; and insure requirements are properly programmed and funded
• Review as required, all project deliverables including Plans, Specifications, Modification Estimates, Submittals, RFIs, etc. as required by the PM/COR
• Review and submit budget estimates, progress and cost tracking reports as required
• Perform other duties as assigned

 
Position Requirements

JOB REQUIREMENTS:

- Minimum Requirements Bachelor of Science, plus 5 years of DOD Fuels Construction Oversight experience; or other degree and 20 years of DOD Fuels Construction Oversight
- Thorough knowledge of federal construction and contracting, and experience executing construction contracts for USACE, NAVFAC, USAF or other Federal Agency is required
• Extensive experience with DOD AF Fueling systems a plus
• Preferred Registered Professional Engineer (PE), Project Management Professional (PMP), American Petroleum Institute (API) 510/570/653 certifications, Current USACE/NAVFAC Construction Quality Management Training Certificate (CQM within last 3 years), and/or Leadership in Energy and Environmental Design (LEED) certification
• Experience with reviewing schedules, project controls, plan and specification interpretation is preferred
• Proficient in Microsoft Office (primarily word and excel, with some experience with Powerpoint), CADD software, and Microsoft Project or other scheduling software
• Ability to effectively work in a team environment to achieve program goals
• Ability to professionally represent the company, verbally, in writing, and in person, to clients, associates and all others and to expand relationships and grow
• Must pass background, physical, and drug screen. NACI Clearance required.
• Must have valid driver’s license, be insurable on the company insurance, and able to travel as required (10%)
• Light physical effort equal to frequent lifting or moving of lightweight materials
• Ability to attend project construction site inspections/evaluations as required
