Koniag Information Security Services is hiring an Instructional Systems Designer. This is a direct, full time position with our company, working at our customer’s site in Alexandria, VA. Must have a current/active Secret clearance.

KSS is looking for an Instructional Systems Designer (Instructional Design Specialist) with expertise in the design and development of interactive courseware for customer training. The successful candidate will develop virtual web based training that covers the new DoD Cyber workforce program. There will be versions of the training for the civilian personnel management community, executive leadership, and for the work force at large. The initial round of training will be for a small audience, and begin about the time the successful candidate begins work. This first round will be entirely Microsoft PowerPoint based. The successful candidate’s effort will be to take this product, with the provided script, and develop the training courses. The training will include videos, PowerPoint charts, interactive engagements, navigation, animations, text, exams (with qualitative explanations of why answers/decisions are correct or incorrect, complete or incomplete, etc), links to references for additional learning, and provide a course completion certificate. The concept of a civil servant cyber workforce managed by different guidelines from the rest of the Civil Servant work force in new, and likely result in several iterations of the training as the guidance evolves.

Essential Functions:

  • Ensure integrity of task analysis, training requirements, training hierarchies, instructional materials, and evaluation plans
  • Convert written materials and/or training requirements to interactive courseware
  • Plan and storyboard multimedia, and develop educational multimedia, leverage various modern technologies used to design virtual skill-building interactive training.
  • Design instructionally sound lessons in a variety of delivery media to meet customer training requirements
  • Content needs to run on IE 11 browser (the client’s standard supporting browser), although many of its users are accustomed to using Chrome and Firefox browser as well. The customer currently operates on Windows 7 and Windows 10. Accessibility/508 Compliance Technical standards apply
  • Built around a re-usable “backbone” or primary content framework or structure
  • Allow for easy insertion (plug-and-play) of multiple scenarios into the primary content framework
  • Interact with customer and subject matter experts to ensure technical accuracy of instructional content
  • Evaluate materials during development for instructional alignment and appropriate styles, standards, and specifications
Position Requirements

Required Qualifications:

  • 5+ years of experience as an Instructional Systems Designer
  • Strong communication, analytical, and briefing skills and technical troubleshooting skills.
  • Ability to effectively articulate technical IT related information to clients
  • Proven capability designing courseware that utilizes adaptive learning including complex decision-making, based on learner needs
  • Experience writing courseware, and with designing flow diagrams, storyboards, and multimedia presentations
  • Experience with a wide range of applicable technologies and the ability to rapidly learn new IT tools for this business area
  • Must have and maintain a CURRENT/ACTIVE SECRET security clearance

Desired Skills

  • 8+ years of experience as an Instructional Systems Designer
  • 5+ years of experience in educational curriculum development
  • Proven capability identifying, communicating, and implementing innovative courseware design strategies
  • Knowledge of the DoD Civilian personnel system

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
