WORK OBJECTIVE

Work is performed under the general direction of the City Engineer and requires the use and exercise of independent judgement. This position entails highly technical work in the field of civil engineering construction inspection. Work includes responsibility for inspection of a variety of construction projects for conformance with engineering plans and specifications. Work is performed independently on field inspections, involving decisions requiring the use of personal initiative and technical judgment. Consultations with the City Engineer on the more difficult or unusual cases may be required. The Senior Inspector performs all of the duties of the Engineering Inspector II and the duties found below.

ESSENTIAL FUNCTIONS

  • Performs on-site daily observation of the contractor's construction work, compares the work product to the project's approved plans and specifications, and provides immediate feedback/recommendations on all issues to the City Engineer.
  • Must have the ability to manage multiple projects without an effect on the quality of work.
  • Develops an agenda and conducts Pre-Construction Meetings with private developers, ensuring an understanding of City requirements.
  • Develops resolutions to complex technical problems where analysis and situations or data requires an in-depth evaluation of various factors.
  • Reviews maintenance of traffic plans and evaluates potential problems due to field conditions.
  • Reviews the daily logs of inspections and reports for Inspectors I and II.
  • Reviews discrepancies with the proper parties including Engineers and contractor's representatives.
  • Proposes recommendations for correcting deficiencies in workmanship, procedures and/or materials.
  • May supervise, train and evaluate other construction inspectors as assigned.

MINIMUM QUALIFICATIONS

  • Associate's Degree in Civil Engineering Technology or Construction Management.
  • Ten (10) years of progressively responsible experience of which five (5) of the years must be at a supervisory level in construction inspection or testing of capital improvement and private development projects involving roadways, storm water facilities, potable water distribution systems, sanitary pump stations, gravity sewer collection systems, reclaimed water distribution systems, potable water treatment and wastewater treatment facilities.
  • Possession of a valid Florida Driver's License and acceptable driving record; a Class B CDL License is preferred.
  • Florida Department of Environmental Protection (FDEP) Stormwater Certification or ability to obtain in 6 months
  • Possession of an Orange County Underground Utility Competency Card or ability to obtain in 6 months.

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of the practices, methods, and materials of underground utility construction.
  • Thorough knowledge of modern construction inspections procedures.
  • Thorough knowledge of applicable plans, specifications, and construction codes.
  • Considerable knowledge of mathematics through trigonometry and plane geometry.
  • Thorough knowledge of Public Service Commission and Department of Transportation regulation.
  • Knowledge of city and county utility and environmental ordinances.
  • Ability to read and interpret engineering plans, and specifications.
  • Ability to use independent judgment without detailed instructions from supervisor.
  • Ability to work from oral and written instructions.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by the work.
  • Ability to operate surveying, computer, and testing equipment.
  • Must be able to operate motor vehicles.
  • Ability to stand, stoop, bend, climb ladders, sit in vehicles and work in inclement weather.
