About the Organization KMHS is Kitsap's nonprofit, designated community mental health provider for adults with acute and/or chronic serious mental illnesses, and children with serious emotional disturbances and their families. Description

PURPOSE:
Assist KMHS to objectively demonstrate successful outcomes and practices that are compliant with regulatory and contract requirements through the development and implementation of a systematic review of care.  

RESPONSIBILITIES AND DUTIES:

  • Work with Director to develop a framework of criteria and processes that assist the agencies growth in clinical processes, documentation, development and improvement.
    • Develop methods for tracking, reporting and displaying information. 
    • Evaluation of clinical performance and determination of meeting acceptable standards while rendering services. 
    • Monitor key indicators and work with departments to develop course corrections as needed.
  • Work directly with Clinical Documentation Trainer to develop and implement strategies and processes for individual, team and/or agency trainings based on findings of reviews.  
    • Recommend and assist in the identification of needed staff retraining or changes to existing staff trainings.
  • Work collaboratively to develop an internal clinical peer review process with agency supervisors and directors.
  • Maintain a current knowledge of applicable WA State Service Encounter Reporting Instructions (SERI), Revised Code of Washington (RCW), Washington Administrative Code (WAC) and other regulatory entities so as to ensure compliance relative to required provider qualifications, documentation, time frames, and other procedures. 
    • Monitor for updates or changes and seek clarification as necessary.  
  • Provide management, clinical review and oversight of the Critical Incident reporting process. 
    • Request and gather additional information and follow up with staff as needed.
    • Identify and bring forward potential risk/liability concerns.
    • Monitor and track so as to identify and address trends as early as possible.
  • Manage complaints and grievances to their conclusion including: 
    • Staff training to maximize opportunities for resolution at the lowest level possible,
    • Timely responses as per contractual and regulatory requirements, 
    • Tracking the activities of involved staff including 
      • coordination with BHO and Ombuds staff as indicated, and 
      • Identification of any associated risk/liability issues.  
    • Monitor and track so as to identify and address trends as early as possible.
  • Participate in the Quality Assurance Committee including thorough review of client records following critical incidents, and other activities as requested.
  • Participate with new lines of business to help determine any needed auditing for clinical quality and contract compliance as requested by Director.
  • Other duties as assigned. 

 

 
Position Requirements

MA degree preferred in Human Services.  Consideration will be given to graduates of comparable programs in healthcare and healthcare administration. Four years’ experience working in behavioral healthcare and/or Substance Use settings with administrative or clinical responsibilities.
Sound clinical judgment and familiarity with community standards of care, best practices, and general standards for legal and ethical business practices. Familiarity with CPT and ICD coding and DSM preferred. Familiarity with WA behavioral health WACs and SERI preferred. Ability to analyze work processes, workflows and systems and utilize that information for meaningful operational and clinical modifications. Excellent interpersonal skills and ability to work with staff at varied levels and capacities. Excellent written and oral communication skills. Familiarity with HIPAA and HITECH security regulations and other confidentiality and health information protections and their impacts in the clinical practice setting. Experience managing organizational risk and liability issues preferred. Ability to work independently and as a team.   Proficiency in computer technology including MS Word and Excel and experience working within an EMR.
