Description

Supports the Walter Reed National Military Medical Center in a Budget/Project Analyst capacity in support of the annual development of the Information Technology Department’s (ITD’s) budget. The candidate will also provide support for the procurement of hardware, software and maintenance contracts for ITD. This includes performing analysis of solutions from vendors and making recommendations to senior leadership on best value and cost/benefit. The ideal candidate will also support the maintenance of the ITD’s budget financial forecasting and planning, and manage procurements and receipt of materiel through applications such as DMLSS and FASTDATA.

Under the supervision of the Budget & Contract Manager, the Budget and Contract Specialist provides accounting and financial management support in the initiation, administration and close-out of research and IT/Engineering projects, as well as analysis of the associated contractual agreements, and administrative support for the WRB ITD.

  • Review all ITD hardware, software and supply purchase order requirements, and ensure requirements are well described in order to perform vendor analysis.
  • Request vendor specifications and pricing for required hardware, software and supplies.

  • Conduct analysis of vendor specifications and pricing, and provide management with analysis and recommendations for purchase.

  • Track orders to fulfillment, and annotate receipt of materials in DMLLS and other materiel tracking systems used within ITD for computer hardware and software.

  • Attend meetings and take meeting minutes. Meeting minutes will be submitted to your direct WRNMMC supervisor the following day.
  • Assist in preparing cost proposal narratives.
  • Track contract period of performance, deliverables, and financial report due dates.
  • Manage, maintain and update contract tracking database to track and enforce reporting requirements, in collaboration with program and finance staff.

  • Support and assist with establishment of protocols, templates, boilerplate language, etc. related to sub-agreements, subcontracts and teaming agreements.
  • Develop subcontracts and teaming agreements with partners; pre- and post-contract award.

  • Provide support by establishing and monitoring guidelines for subcontract management, including reporting, performance management, budgeting, auditing.

  • Identify any contractual or regulatory issues in RFPs that may impact the opportunity, reviewing technical and cost proposals for contractual, budgetary, organizational and regulatory compliance.

  • Work with program staff and Finance in ensuring cost share applicability and compliance with cost share regulations, and provide any necessary guidance and training.

  • Prepares and submits routine financial reports to account holders.

  • Participates in the budget process and assists in providing ongoing financial oversight and analysis for each study program.
  • Drafts and submits project specific Statement of Work (SOW).

  • Maintains hard copy study folders including contract documents, amendments, invoices, payments and back-up documentation for invoicing.

  • Maintains electronic filing for contracts and budgets.

  • Prepares timely and accurate invoices and drawdown requests to include final invoices for closing projects and maintains all applicable back-up in contract folders.

  • Understands and assists in preparing budget and contract burn sheets and pricing models for bill rate and assists in proposal development.

  • Prepares financial and other metric reports for distribution to the department

 
Position Requirements
  • SECRET security clearance is required
  • Bachelor’s degree
  • Experience in implementing or providing support to programs funded by DoD and DHA/MHS, other USG agencies
  • Ability to conduct technical and budget analysis
  • Ability to assist with producing zero budget review deliverables in coordination with branch heads
  • Excellent customer service skills
  • Effective verbal and written communication skills and strong analytical skills
  • Strong interpersonal skills, flexibility and adaptability; ability to work graciously, patiently, and effectively with a wide variety of non-financial stakeholders
  • Proven ability to multi-task and handle a fast-paced work environment
  • Highly proficient use of Microsoft Office suite
  • Team player who can collaborate with peers and senior staff to develop, enhance, and update clinical systems, be proactive in managing projects and systems, and adapt to change quickly
  • Must be organized, attentive to detail, and possess a positive, friendly and professional demeanor
  • Background or understanding of information technology is preferred
  • Knowledge of military medicine is preferred
  • Background or understanding of material management systems is preferred
