The candidate will administer overall budgeting, accounting, and financial management of the California Emerging Infections Program (CEIP).

• Write, review, analyze, and edit budgets ,
• Manage pre- and post award activities for all grant applications and new funding opportunities including developing all budgets, creating and maintaining timelines, providing expert guidance to directors and supervising staff, and managing the grant-related workload.
• The candidate will also write and /or review contractual documents for accuracy of format and mathematics, adequacy of supporting narratives, and conformance with funder and sponsor budgetary policy and guidelines.
• Manage post-award activities for all funds including formulating budget projections for programs to ensure the sustainability of research activities, lifting restrictions, day-to-day fiscal monitoring, approving program expenditures, and periodic progress and federal financial reporting.
• Develops strong working relationships with collaborators and sub-awardees at partner health agencies.
• Provides leadership, technical assistance, and training to internal staff on the grants process, reporting, compliance, evaluation, and analysis. Additionally works with management to clarify complex procedural, policy, and fiscal matter.
• Regularly evaluates successes and areas in need of improvement.

Position Requirements


Bachelors degree (BS, BA, BBA, BSBA) from an accredited college or university in Business (Accounting, Financial, International Business, Marketing, Management, Operations Management, Entrepreneurship) or Masters of Public Administration. Degree may be substituted for minimum of four years experience in progressively responsibly duties involving the preparation, justification, analysis, control, and administration of a budget or budgetary program.

• Minimum one year of progressively responsible experience with the duties involving contract and grant applications.

Other Skills, Knowledge, and Abilities
• Extensive experience working with outside vendors.
• Strong understanding and application of Generally Accepted Accounting Principles (GAAP).
• Mastery of Microsoft Office Suite, particularly Excel.
• Working knowledge of Microsoft Access preferred.
• Mastery of Microsoft Project preferred.
• Detail oriented with strong organizational skills.
• Excellent English communication and interpersonal skills, both orally and written.
• Type 50 wpm minimum.
• Maintains confidentiality.
