Redhorse Corporation has available career opportunities for Resource Efficiency Managers (REM) on a support services contract with the United States Coast Guard Shore Infrastructure Logistics Center (SILC) Energy Team. The US Coast Guard is developing and implementing a number of energy, water, and sustainability initiatives. The REMs are needed to assist the Energy Management Team in reviewing and assisting in energy-efficient designs for building system replacements, assessing potential project viability, supporting the various facility operators and maintainers, and meeting planned energy initiatives.

The REM will work onsite at the customer's facility at CEU Oakland, CA to provide comprehensive energy management services to reduce energy costs and consumption. The REM provides services to Districts 11, 13 and 14 and will periodically travel to locations on the west coast, Hawaii and Guam. Primary duties include developing and implementing energy management programs, projects and initiatives; conducting energy audits, identifying energy conservation measures and helping to execute those measures; helping to improve energy resilience and security; conducting energy training; performing design reviews; analyzing energy and utilities data; and recommending improvements to facilities operations and maintenance. The candidate will augment existing customer capabilities, work in a team framework, and be an on-site advocate to facilitate action and help realize energy and cost savings.

Position Requirements Minimum Basic Requirements for Skills, Experience, Education and Credentials for the REM include:

• BS in engineering or energy-related field.
• Must be Certified Energy Manager (CEM) or Certified Energy Auditor (CEA), with at least 3 years of direct field experience completing facility energy audits, actual execution of energy accounting, utility rate analysis, and energy project development.
• Must have 7 to 10 years of related energy management or engineering facility management experience. The expertise should be based on the actual performance of the detailed tasks instead of simply functioning in a management role.
• Must have 5 to 7 years of experience in providing technical resources and management of energy related services. The experience must include expertise in participating in design reviews for new projects and major renovations evaluating energy efficiency and sustainability.
• Must have thorough understanding of potential utility rates that may be encountered at each site.
• Should have working knowledge in various energy estimating software packages such as but not limited to Trane Trace, DOE II, and other energy simulation software.
• Should have working knowledge in documenting and monitoring maintenance procedures using software such as Maximo.
• Should have working knowledge of the Microsoft Office suite of products including Excel, PowerPoint, Word, Project, and Access to analyze energy usage data and present results of findings and proposals for cost-effective solutions. Should have proficiency in utilizing Acrobatâ„¢ software for converting documents to electronic format. Proficiency in IBM compatible PC, related peripherals, and operating system enhancements is required.
• should have working knowledge in various construction techniques and procedures for energy related projects including but not limited to: lighting systems; electrical systems; heating, ventilation, and air conditioning systems; control systems; energy distribution systems (chilled water, steam, and hot water); and plumbing systems.
• Should have working knowledge in the use of BIM, heating degree-days, and other simplified methods of energy simulation calculations.
• Should have working knowledge of executive orders, ESPC legislation, demand-side management (DSM) legislation, utility privatization legislation, and the barriers to such privatization for non-Defense agencies, and other energy legislation and regulations related to the Coast Guard's energy program.
• Should have a thorough understanding of the ESPC program including but not limited to the Department of Energy (DOE) ESPC guidance, DOE's measurement and verification (M&V) protocols, area wide ESPC contracts and DOE's super ESPC contracts.
