Description

CLASS SUMMARY:

This class directs the design, implementation, documentation and evaluation of Crisis Services continuum across the agency. Directs the 24 hour per day, 7 day per week provision of emergency crisis intervention, crisis stabilization, re-entry and restoration, mobile crisis, jail-based and triage services for individuals with mental health and substance use related disorders. Supervises the Crisis Intervention Team (CIT) trainings activities. Directs the provision of assessment and referral services in response to a variety of mental, emotional and/or substance use related disabilities. Is responsible for the development and implementation of the division's programs and services. Provides clinical and administrative leadership to ensure that all crisis services programs are in compliance with applicable regulatory, licensure and accreditation standards. Ensures compliance with preadmission screening certification regulations and guidelines.

Develops, manages and monitors program budgets, completes necessary administrative supports, and develops, monitors and assesses productivity and outcomes data. Develops and implements marketing and customer relations strategies to promote high utilization of clinical programs and promotes new business opportunities. Designs, implements and monitors assessment and strategies to ensure responsiveness to stakeholders. Ensures that division activities are consistent with the Board's strategic plan and effectively integrated with all Agency divisions and contract providers. Researches, plans, implements, supervises monitors and evaluates multiple clinical programs and prevention services. Ensures that assigned treatment and prevention programs are responsive, efficient and congruent with the CSB's clinical and fiscal goals and objectives. Provides clinical direction and consultation to assigned program managers and clinical supervisors and staff.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: The general health and welfare of the individuals/consumers served in the region are directly dependent on the work of this class. The incumbent is responsible for determining and responding to the service needs of the client population. The Director ensures conformance to appropriate management and clinical standards by agency and contracted staff. This class is directly accountable for ensuring efficient and economically responsible programs operated by either the agency or contracted vendors. The incumbent provides reports on the quality and utilization of administration of program policy and procedures. Undetected errors in financial management could lead to serious negative consequences to program operations and the agency's reputation. Reports generated or supervised by the incumbent affect program funding by the state, localities and other sponsors. Agency reputation and resources are directly and profoundly impacted by the work of this class.

II. LATITUDE: Work is initiated by the incumbent in response to community and programmatic needs or the result of political or legal developments affecting agency services and/or clients and is carried out independently with regular consultations from the Executive Director and the agency Executive Leadership Team. Guidance is provided by the agency's goals and objectives, professional standards of the field and governmental, state and agency policies and procedures.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Supervision is exercised over a large and diverse staff, including treatment, administrative, prevention and support personnel. The incumbent appoints and terminates staff assigned to the division. Position directly supervises Program Managers, Clinical Supervisors, and Licensed Professionals and licensed-eligible clinicians. Provides consultation to the Management Team.

IV. INTERPERSONAL CONTACTS: Work involves continuous and extensive representation of program and/or agency interests to other agency officials, officials and staff of other local and state agencies and advisory boards, criminal justice system, charitable and political action groups, service providers, community representatives, the client population, their care givers and representatives.

V. DIFFICULTY: Work requires creative problem-solving and management follow-up. Considerations affecting policy and program decisions are dynamic, intricate and numerous, typically entailing human, financial, logistical, political and other dimensions. Consultations regarding treatment of highly complicated cases involve considerable professional judgment. Negotiation of complex issues with a divergent cast of participants representing difference interests, agenda and enthusiasm involves the careful exercise of independent judgment.

VI. COMMUNICATIONS: Work involves the development, preparation and presentation of detailed funding, grant and other program proposals, complex reports, management policies and procedures. Public speaking and representing the division and agency to the public governmental agencies, community groups, advisory boards and others are also frequently required. Work requires a high degree of oral and written communication skills.

VII. EQUIPMENT/FACILITIES RESPONSIBILITY: The incumbent of this class has oversight for the management of administration, residential and related spaces and facilities specifically operated by the programs supervised. The incumbent frequently operates a vehicle.

VIII. WORKING CONDITIONS: The incumbent performs most work in a typical office environment, however may be exposed to hostile or abusive clients during frequent visits to program sites. The incumbent is occasionally disturbed during personal hours with work-related calls.

IX. KNOWLEDGES, SKILLS AND ABILITIES (KSA'S):

Comprehensive knowledge of the theories, principles and practices related to the physical and behavioral health care of young people, adults and families.

Comprehensive knowledge of local, state and federal policies and regulations relating to the operation of programs and services for the young people, adults and their families.

Thorough knowledge of the services, programs, service providers and population characteristics applicable to young people, adults and their families in the jurisdiction served.

Thorough knowledge of management principles and practices applicable to human service programs.

Good knowledge of business and human resources management practices.

Thorough knowledge of the structure and objectives of the Comprehensive Services Act.

Good Knowledge of state Medicaid financing for mental health and substance abuse services for young people and their families.

Familiar with ARTS standards and regulations.

Ability to lead division staff in the development of an agency focus on young people, adults and their families.

Ability to communicate effectively, make public speaking presentations and negotiate and prepare written documentation.

Ability to plan, coach supervise and evaluate the work of subordinates.

Ability to establish effective working relationships with others.

Ability to prepare and monitor the division's operating budget.

Ability to collect, compile and evaluate statistical and financial data and to prepare related reports.

X. LICENSURE: Virginia license as Clinical Social Worker, Professional Counselor, CNCS or Licensed Clinical Psychologist required.

XI. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Assesses, identifies, advocates and develops new services and programs.

Identifies grants and other funding sources and prepares and presents proposals.

Prepares requests for proposals from service providers and prepares contracts as necessary.

Monitors and evaluates programs and services for compliance to agency, state and federal quality assurance standards, guidelines and accreditation requirements and to agency risk management policies.

Directs, supervises and evaluates the work of the program managers.

Manages division personnel; provides for training, oversees and participates in staff performance evaluation, evaluates and selects new hires, initiates personnel actions (e.g. salary changes, discipline, termination, etc.).

Develops long-range agency goals and plans for services.

Serves on boards and committees involved with serving the client population.

Liaisons with community groups, client care givers and others regarding client service needs. Liaisons with local and state funding source officials.

Prepares a division budget and monitors and approves expenditures; reviews vendor program budgets. Ensures high utilization of all programs.

Participates in inter-agency and intra-agency meetings involving the planning, coordination, implementation and evaluation of programs for the client population.

Represents the agency in public events, makes presentation and conducts public information briefings.

Researches, collects, analyzes and interprets statistical and financial data and prepares and presents reports and summaries.

Develops and maintains policies, procedures and protocols to ensure efficient and effective treatment services that comply with quality assurance, accreditation and licensure standards.

Insures that programs and services comply with all applicable documentation standards.

Insures that clinical programs are integrated across disciplines.

Supervises development, monitoring, measuring and analysis of outcome indicators for all clinical services.

Supervises, evaluates and assesses the performance of Program Managers and assigned program staff.

Maintains liaisons with the agencies, referral sources, contract providers, payers and other health care providers.

Is a member of the CSB Executive Leadership Team and Management Team.

Prepares periodic and ad-hoc reports on programs progress and activities.

Does related work as required.

XII. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
