Description

CLASS SUMMARY:

Manages the development and operations of a large multi-site, multi-specialty mental health outpatient practice. Responsible for intermediate range planning; developing and managing operating budgets with divisional leadership. Developing, implementing and monitoring staffing patterns to ensure appropriate access to face-to-face clinical services, appointment scheduling, and telephone response and efficient use of clinical and support staff in coordination with clinical managers; implementation and development of marketing plans to ensure effective utilization of services; coordinating with reimbursement to assure accurate billing and collection; coordination with IT and Fiscal to maintain and improve referral, clinical, outcomes, productivity and financial data systems; ensuring compliance with all regulatory and accreditation standards and contractual requirements; and coordinating the integration of outpatient services with other agency clinical operations.

DISTINGUISHING ELEMENTS OF THE CLASS:

1. IMPACT: The general health and welfare of the individuals/consumers served through outpatient services are directly dependent on the work of this class. The incumbent is responsible for operating services meeting the needs of the consumer population within the scope of payer requirements, and deploying agency resources to meet the identified needs. Miscalculations can lead to serious negative consequences to client, families and the agency. Reports generated by the incumbent affect program funding, contract negotiations, strategic planning and budget development. Agency reputation and fiscal viability are directly impacted by the work of this class.

II. LATITUDE: Administrative work is performed independently with regular consultation from the CFO and Medical Director and is guided by detailed policy and procedures, licensing regulations, accreditation standards, and third party payer contractual requirements. IT, Fiscal, Reimbursement and clinical management staff are available for consultation as needed.

III. RESPONSIBILITY FOR THE WORK OF OTHERS: Administrative support and guidance is provided to clinical staff including therapists and physicians in consultation with clinical managers. Incumbent provides consultation to other operating units as required.

IV. INTERPERSONAL CONTACTS: Work involves regular contact with treatment and support staff, external agencies, referral sources, insurance carriers, HMO's, primary care physicians, outside mental health providers, and psychiatric inpatient providers.

V. DIFFICULTY: Work involves the development and application of innovative management techniques and strategies and direct leadership to ensure the effective and efficient operation of outpatient services. Achieving administrative and fiscal objectives while ensuring clinical responsiveness involves the careful balancing of important and seemingly unrelated outcomes and the careful exercise of independent judgement. Diplomacy and tact must be executed in managing the work of a diverse clinical staff. Planning and problem solving requires the accommodation of divers and complex factors including human, financial and logistical considerations.

VI. COMMUNICATIONS: Work involves the development and presentation of detailed budgets, complex program reports, productivity data, outcome measures and business strategies. The incumbent conducts presentations for executive leadership team, physicians, clinicians, and other staff as needed.

VII. KNOWLEDGE, SKILLS, AND ABILITIES (KSA'S):

Must have advanced computer skills to include advanced excel skills, knowledge of EHR systems, knowledge of access database, and ability to learn software quickly.

Thorough knowledge of management principles and practices applicable to mental health outpatient practices.

Strong financial background, including ability to prepare, implement and monitor outpatient operating budgets and develop and interpret financial reports.

Thorough knowledge of professional fee billing and third-party reimbursement including traditional indemnity and managed care plans.

Thorough knowledge of managed care principles including the development and implementation of outcome measures.

Ability to calculate unit operating costs and effectively negotiate managed care contracts.

Ability to develop and implement productivity measures and coordinate staff schedules to ensure optimal productivity.

Thorough knowledge of Medicaid, insurance and other financing mechanisms for mental health and substance abuse services.

Ability to communicate effectively orally and in writing.

Ability to plan, supervise, coordinate and evaluate the work of other professionals.

Ability to establish effective working relationships with others.

Ability to collect, compile, and evaluate clinical, statistical, and financial data and to use this information to develop appropriate business strategies.

Ability to evaluate the efficiency and effectiveness of outpatient mental health services.

Knowledge of behavioral healthcare state and federal regulations.

VIII. LICENSURE: Valid Virginia driver's license.

IX. PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Projects staffing requirements to ensure timely access to outpatient services, compliance with contractual obligations and efficient deployment of human resources.

Monitors practice patterns, billing, collection, productivity and service unit costs to ensure the financial objectives of the clinical services are achieved.

Coordinates outpatient services with other internal and external service providers.

Ensures that clinical services comply with all applicable agency, state, and federal regulatory and accreditation standards, agency risk management protocols, and third-party payer contractual requirements.

Develops, implements and monitors strategic, business and marketing plans.

Develops, implements, monitors and revises policies and procedures governing the delivery and outcome and evaluation of outpatient services.

Consults with clinical management in the development, implementation and monitoring of all outpatient clinical services.

Conducts program evaluation and staff performance appraisals.

Prepares and presents regular management, financial, staffing and productivity reports.

Maintains a client-focused environment with a monitoring process to provide feedback to director and staff.

Keeps informed of current trends within group practices through literature review and attendance at professional meetings and workshops.

Does related work as required.

X. PHYSICAL REQUIREMENTS: The incumbent frequently operates a personal computer including word processing, spreadsheet, electronic mail, and database software. The incumbent frequently operates a motor vehicle. Incumbent performs most work in an office/clinic environment. The incumbent may be exposed to unhealthy, emotionally unstable, hostile, aggressive, and/or verbally abusive clients presenting a risk of personal harm. Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some walking, moving, carrying, climbing, bending, kneeling, reaching, and handling, sitting, standing, pushing, and pulling.
