WORK OBJECTIVE
Participates in developing, administering, monitoring, and enhancing plans that optimize organizational talent, structure, process and culture. The position requires the ability to execute, deliver, and monitor delivery of value-added HR services, including but not limited to benefit and salary administration, performance management and enhancement, employee relations, organizational development, training, recruiting, and risk management. This position is under the direction of the Human Resources Director.
ESSENTIAL FUNCTIONS
- Participates in administering daily departmental functions including benefit and salary administration, employee development and training, recruiting, new hire onboarding, employee relations, performance management, risk management, employee programs, such as recognition and other initiatives; ensuring for compliance with regulatory requirements concerning employment practices.
- Assists in continuous improvement initiatives including developing, implementing and enhancing human resource department goals, programs, and initiatives.
- Responds to and conducts compensation and benefit surveys.
- Conducts investigations of employee complaints and grievances, recommending timely remedial and corrective action(s).
- Supports the development and execution of recruiting strategies to meet organizational talent acquisition needs.
- Participates in the creation and maintenance of job descriptions, classifications, and pay level assignment.
- Manages state and federal leave processes.
- Participates in creating, facilitating, tracking and evaluating outcomes for a variety of training classes, programs and organizational development strategies.
- Partners with department and organizational management in identifying skill and performance gaps and other employee developmental needs, conducting needs assessments, and making recommendations to address identified needs.
- Participates in administering programs and initiatives related to employee safety, welfare, wellness, workers' compensation and those related to the principles of risk management.
- Participates in departmental administration including updating and maintaining the HRIS; updating and maintaining reference guides, operating procedures and handbooks; maintenance of employment records and files; responding to public record requests; and other needs as requested.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Business, Human Resources or a related discipline required. Five (5) years of diverse senior level Human Resources experience. Equivalent combinations of education and experience may be considered. Professional HR certification preferred.
- A minimum of 2 years of experience in benefits administration, employee relations and development, and development/delivery of formal training programs.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of federal, state, and local laws and regulations governing human resources activities
- Ability to communicate effectively both orally and in writing.
- Ability to maintain confidential and sensitive information demonstrating a high degree of professional integrity.
- Ability to establish and maintain effective working relationships with applicants, employees, City officials and the general public.
- Ability to make public presentations and deliver training.
- Ability to prioritize, organize, track, and follow-up on details and meet deadlines for multiple projects with varying completion dates.
- Uses initiative and independent judgment within established guidelines.
- Interprets, applies, explains and enforces applicable laws, codes, regulations, policies and procedures.
- Demonstrates proficiency in the use of Outlook, Excel, Word, Visio and PowerPoint.
- Ability to analyze human resources issues and problems, make interpretations of policies, and devise effective courses of action.
- Continues professional development efforts, staying abreast of ongoing changes and trends in human resources strategies, processes, and employment law.
WORKING ENVIRONMENT / CONDITIONS
Work is performed in an office setting. Intermittent sitting, standing, stooping, crouching, walking and lifting of light objects up to 20 lbs. Working extended hours may be required as needed.
