Summary:

Military Analyst to provide support and services for the Directorate of Training and Doctrine (DOTD) Program Evaluation Office (PEO), Maneuver Center of Excellence (MCoE).

Evaluation is a process that critically examines a program to determine its value and the effectiveness of how the program is executed. It involves creating data collection instruments, collecting and analyzing information about a program’s activities, characteristics, and outcomes. During the evaluation process, areas for improvement are identified. Recommendations from the evaluation can focus on how to improve the effectiveness of the program and to provide organizational leadership with information to make decisions regarding the program.

Conduct training program evaluations to provide MCoE leadership with objective information for decision making as directed by the Deputy Director of the Directorate of Training and Doctrine.

Specific duties may include, but are not limited to:

  • Facilitate and conduct evaluation of MCoE training program effectiveness

  • Evaluate the efficacy of training and instruction; conduct limited-scope training program evaluation for MCoE training units to either assess the value of the program or to identify areas for improvement; develop evaluation plans (evaluation objectives and measures, data collection plan, and instruments), collect data, analyze data, and prepare evaluation reports

  • Provide advice and assistance to MCoE organizations for the conduct of training program evaluations, to include developing evaluation objectives, data collection plans, conducting data analysis, and reviewing evaluation results.

  • Conduct evaluation on MCoE programs and training initiatives

  • Develop an evaluation plan to include but not limited to a time line, design and method of evaluation, conceptual frame work, and data collection plan.

  • Develop performance indicators

  • Develop appropriate data collection instruments (e.g. surveys and questionnaires)

  • Conduct pilot test to validate data collection instrument(s)

  • Develop data collection plan

  • Coordinate and conduct data collection activities and/or provide recommendations for data collection activities.

  • Conduct basic and advanced quantitative and qualitative analyses for a variety of programs, processes, and outcomes, and report their results to organizational stakeholders

  • Convert raw data into usable information

  • Identify emerging theme and trends from qualitative data

  • Interpret results using a variety of techniques, ranging from simple data aggregation to complex data mining

  • Produce accurate, reliable, and valid reports and ensure quality control of data entry

  • Conduct preliminary analysis of evaluation results

  • Conduct statistical test(s) on data to test statistical significance

  • Write final evaluation report

  • Analyze and interpret collected data

  • Provide recommendations for improvement of course or program

  • Produce PowerPoint Presents or other products for evaluation reporting

  • Prepare cost-benefit analysis (C-BA) in accordance with TRADOC requirements for training courses as directed.

  • Determine potential return on investment

  • Provide recommendations for continued monitoring and evaluation of program effectiveness

  • Provide summaries of evaluations and studies for publication purposes including conference presentations

Required Qualifications:

  • Bachelor’s Degree in instructional design, instructional technology, training, education, evaluation and/or assessment, or related field of study.

  • 15 years of Military experience

  • In-depth knowledge of the Army Initial Entry Training process

  • Senior 1SG experience / Extensive experience with Military Personnel Actions

  • Experience in identifying performance measures

  • Knowledge of evaluation principles, procedures, and designs

  • Knowledge of research methods, to include understanding of research designs and data collection techniques

  • Knowledge of program evaluation logic models

  • Experience in identifying performance measures and program outcomesPossess excellent oral and written communication skills with the ability to produce well-crafted reports; ability to work with DOTD, SMEs, and units to conduct research and resolve issues; ability to present complex information clearly; acute attention to detail; and enthusiasm and drive to implement new training methods and evaluation strategies.

  • Possess computer literacy skills with knowledge and ability to use Microsoft Office Suite and Army information and knowledge management systems.

  • Possess knowledge of TRADOC Regulation 350-70, TRADOC Pamphlet 350-70-4, and all regulations, publications, and manuals listed in Part 6 of this PWS.

  • Possess excellent interpersonal skills; ability to work well both independently and collaboratively as part of a self-managing team; must be self-initiating, organized, and persistent; flexible and productive under pressure; effective as a team player; maintain positive working relationships; and ability to creatively approach challenges and projects.

Clearance: SECRET clearance required for this position

Travel: Some travel may be required to support the Task Order.
