Description

The Human Resource Director is directly responsible for the overall management, administration, coordination, and evaluation of the Human Resources Department. The position is responsible for aligning business objectives with employees and management in designated business units. The Human Resources Director serves as a consultant to management on human resources-related issues. The successful Human Resources Director will act as change agent. The Human Resources Director assesses and anticipates HR-related needs. The Human Resources Director formulates partnerships across the HR function to deliver value-added service to management and employees that reflect the business objectives of the organization. The Human Resources Director maintains an effective level of business literacy about the organization and its culture.

Essential Functions

The Human Resource Director performs a wide range of duties, including the following:

  • Annually reviews and makes recommendations to executive management for improvement of the agency's policies, procedures and practices on personnel matters;
  • Maintains knowledge of industry trends and employment legislation and ensures agency's compliance;
  • Maintains responsibility for agency compliance with federal and state legislation pertaining to all personnel matters;
  • Develops and maintains affirmative action program; files EEO-1 report annually; maintain other records, reports and logs to conform to EEO regulations;
  • Conducts recruitment effort for all exempt and nonexempt personnel, students and temporary employees; conducts new-employee orientations; assists employees with career goals and writes and places job announcements;
  • Communicates changes in agency personnel policies and procedures and ensures proper compliance is followed;
  • Assists executive management in the annual review, preparation and administration of agency wage and salary program;
  • Manages and resolves complex employee relations issues as a team effort;
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with legal associates as needed/required;
  • Provides day-to-day performance management guidance to line management (coaching, counseling, career development, disciplinary actions);
  • Consults with legal counsel as appropriate, or as directed by the CFO or Executive Director, on personnel matters;
  • Works directly with department managers to assist them in carrying out their responsibilities on personnel matters;
  • Recommends, evaluates, and participates in staff development for the agency;
  • Develops and maintains a human resource system that meets agency personnel information needs;
  • Writes and revises job classification specifications;
  • Develops training programs and teaches courses;

Qualifications

  • Bachelor's degree;
  • Minimum of 8 to 10 years' experience resolving complex employee relations issues;
  • Working knowledge of multiple human resource disciplines, including compensation practices, organizational development, employee relations, diversity, performance management, and federal and state respective employment laws;
  • PHR/SPHR or SHRM-CP/ SHRM-SCP certification preferred;
  • Master's degree, preferred.

Working Conditions

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected when traveling to other DRNY locations either; Brooklyn or Rochester.
