Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Finance & Administrative (F&A) Associate for a multi-country child labor prevention project. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Finance & Administrative (F&A) Associate, Belize

LOCATION: Belmopan, Belize

UNIT: Civic Engagement and Social Equity

REPORTS TO: Country Coordinator


The F&A Associate will work closely with the Country Coordinator to support the implementation of a program to reduce the incidence of child labor and improve child labor prevention policies at the local and national levels. He/she will assist the Country Coordinator to ensure quality logistical, financial, and administrative support, as well as programmatic support as needed. Position is contingent upon receipt of donor funding.


  • Assist Country Coordinator in identifying and securing office space for an office of two to three employees;

  • Responsibilities may include requisition, collection, and analysis of quotes, processing and maintenance of purchase orders and contracts, collection of goods from vendors, etc.;

  • Coordinate procurement of goods and services at Country Coordinator’s direction;

  • Oversee and manage office supply stock, and maintain office infrastructure for an office of two to three employees;

  • Represent the Country Coordinator and the project at meetings to establish connections and obtain information;

  • Facilitate logistics for US-based staff and project partners during trips to Belize for in-country workshops and other events;

  • Support the Country Coordinator in organizing workshops, seminars, trainings, and meetings, including coordinating logistics;

  • Record all field-based cash and bank transactions and perform monthly reconciliations;

  • Prepare monthly financial reports and fund requests for submission to Winrock Home Office;

  • Manage relationships with banking institutions;

  • Maintain bank, cash, and checkbook records;

  • Disburse funds to staff and vendors in accordance with Winrock and donor regulations and Belize legal requirements;

  • Prepare monthly payroll and related taxes, including the recording of applicable benefits;

  • Adhere to Winrock and donor financial procedures and record-keeping policies;

  • Maintain updated and accurate F&A and programmatic filing system;

  • In cooperation with the Country Coordinator, ensure necessary level of effective communication with government officials and other stakeholders;

  • Assist Country Coordinator in preparing narrative reports;

  • Other duties as assigned



  • Diploma or above from a recognized and accredited college/university in accounting, business, economics, or other related field of study;

Work Experience

  • Three or more years’ hands-on experience in day-to-day office support functions and F&A support for an international NGO;

  • Experience performing accounting functions required;

  • Experience managing finances, tracking spending against budgets, and developing budget forecasts preferred;

Knowledge, Skills & Abilities

  • Excellent knowledge and skills in office management, logistics, procurement, and administration;

  • Knowledge of requirements for taxation and withholdings;

  • Ability to maintain the highest ethical standards at all times;

  • Fluent English language skills required;

  • Excellent working knowledge of office software packages including Microsoft Outlook, Excel, Word, and PowerPoint;

  • Ability to work with attention to detail and to meet deadlines;

  • Ability to manage multiple tasks and be self-sufficient in organizing work
