Description

The Human Resource Generalist is primarily responsible for maintaining an effective and creative enterprise recruitment program; new employee on-boarding, employee relations; coordinating enrollment and informed participation in benefits programs; employee correspondence; reporting on and controlling the accuracy of information in the human resource information system; and generally supporting the HR Manager in the provision of professional-level HR services. This position will pursue and complete a SHRM certification as is appropriate.

Sample of duties:

  • Will develop and maintain an effective and efficient recruitment program including but not limited to radio advertisements, flyer creation and distribution, creating an effective on-line presence, and participation job fairs and employment related community events.
  • Act as an administrator and operator of our web-based recruitment/application system. This includes the requirements to serve as a contact for the vendor; encourage supervisors and employees to informally recruit applicant, will post vacancies; manage and distribute applicant pools; and maintain supporting documentation.
  • Assures accurate and thorough disposition of applicants and tracking of EEO, ADA and other required applicant information.
  • Will conduct on-boarding meetings with new employees, assist as necessary in completing new employee forms and benefit enrollment, submit completed background check paperwork, enroll new employee for assigned trainings, submit immigration paperwork to e-verify, check Medicaid provider eligibility, and complete the initial data entry set up each new employee in all data systems including but not limited to Great Plains, Therap, Alaska BCU program, E-verify, benefits vendor sites.
  • Develop and maintain a digital personnel file for all employees containing all employment documents, and attach as appropriate in the Great Plains system. 
  • Assist the HR Manager in developing and maintaining the agency wide group directory, or intranet site, containing public HR information including but not limited to benefit plan information and updates, open enrollment documentation, position descriptions, HR and Payroll forms, and frequently asked questions.
  • Assist the HR Manager in coordination of the benefits programs, and retirement plans including vision, dental, life, disability, and 401K retirement.
  • Ensure accuracy of all benefit enrollments in provider and HRIS databases
  • Encourages employees to utilize insurance and retirement provider’s on-line self-service portals to request services including but not limited to requesting new cards, benefit claim issues, accessing benefit plans, changing 401K contribution rates, and updating beneficiary information.
  • Provide COBRA notices as necessary
  • Provide end of year census reports for providers
  • Complete incident investigations and provide written analysis and actionable recommendation as appropriate
  • Serve as a point of contact with adjuster on workers compensation incidents; provide adjuster timely information as required for each incident; coach supervisors on the process for reporting workers comp-related incidents; track workers comp cases on the form 300A, and HIRS system.  Will post the summary page on REACH employee bulletin boards annually during the month of February.
  • Service as point of contact for FMLA requests;  work with the direct supervisor to track FMLA leave used; coach supervisors and staff on FMLA entitlements, the process and reasons for tracking FMLA leave, and on steps to take after FMLA benefit expires.
  • Provide general supervisory training as requested by HR Manager for supervisors on a variety of supervisory or HR related topics.
  • Maintain the Training Management and certifications automated tracking system, and HRIS systems by entering required certification and training session updates including but not limited to Background checks, TB tests, CPR/FA certifications, Driver Licenses, Personal Vehicle Insurance, performance evaluations, and level I orientation training.
  • Will provide directions for all supervisors to use the self-service reporting features in the TMS to monitor progress and certificate expirations for their assigned staff.   Will send a monthly past due certifications report to Program Directors. 
  • Prepare required annual reports, including EEO, Veteran’s, OSHA, ADA, etc. as requested
  • Provide other reports as requested by HR Manager.
  • Responsible for reviewing Personal Action Request Forms (PARF) submitted by program directors for accuracy, submitting to HR manager for approval, and entering in personal action requests in the HR automated systems.
  • Assists HR Manager with various special projects as requested.
  • Provide an expired driving certifications report to the Front Office Supervisor each timesheet day.  Return non-eligible request to the direct supervisor with a request to resubmit with updated certifications.  In the event that certifications are expired in excess of 90 days revoke driving privileges in the Great Plains system and send notification letter to employee and their direct supervisor. Understand and ensure compliance with all agency policies and procedures.
  • Enforce strict confidentiality as prescribed by agency policy and federal/state laws.
  • Will assist the HR team in coordinating new employee orientation and on-going training events including but not limited to required on-line classes, non-required on-line classes, CPR/First Aid, Open Future Learning, and face to face training events.
  • Maintain and promotes a positive professional working relationship with all employees.
  • Attend and participate in meetings, committees and trainings as assigned.
 
Position Requirements

 

  •  Minimum Education/Certification: High school diploma or equivalent required.
  •  Experience: 2 years professional Human Resources experience or advanced education in Human Resources discipline.
  •  Preferred: AA Degree preferred. 

 

 

Minimum Knowledge, Skills & Abilities:

 

  • Knowledge and expertise in performing basic clerical duties.
  • Demonstrated knowledge and familiarity with database and/or HRIS systems.
  • Proficiency and accuracy in the use of computers for word processing, spreadsheets and other applications.
  • Strong organization, documentation, and time management skills.
  • Strong interpersonal & written communication skills and effective problem solving skills.
  • Detail oriented with the ability to handle multiple tasks simultaneously.
  • Ability to work independently, with minimal supervision.

 

 

 

Physical Requirements:   This position will work primarily in an office environment requiring a full range of motion including standing, walking, bending, and twisting.  This position will spend a significant amount of time using a computer requiring visual acuity, color definition, and dexterity in fingers/hands and ability to communicate verbally, both in person and over the telephone required. This position may at times require employees to transition between interior work spaces including but not limited to exposure to the elements, walking on uneven ground, and the ability to drive a vehicle.

 

 

Conditions of Employment

 

1)Must pass an initial State of Alaska background check and maintain authorization to work throughout employment with REACH.

2)Achieve First Aide/CPR certification within 90 days of employment and maintain certification throughout employment.

3)Complete a TB screening within 30 days and maintain annually thereafter.

4)A valid Driver License is required for positions that transport individuals or request reimbursement for mileage for transporting the employee him/herself between work locations.

5)Personal Vehicle Insurance verification is required to be eligible to transport individuals, or receive a mileage reimbursement from REACH.

6)TB clearance and criminal background check clearance required.

7)Work is generally performed at the main REACH office, during normal Agency operating hours.  However, due to the nature of the duties involved (specifically conducting reference checks, and attending Job Fairs, etc); occasional evening and or weekend work will be required.  Driving is a requirement of this position.
