Description

WORK OBJECTIVE

 

Operating Water Treatment Plants and facilities is specialized manual and mechanical work. The operator has some maintenance responsibilities along with the theoretical operational control of the plant.  The operator is responsible for gathering and recording the information upon which operational procedures are based.  Once procedures are established, the operator performs the operational duties. 

 

Work is reviewed through inspection, and by observing the effectiveness of plant operations through the review of reports and chemical laboratory tests.  Work is performed under the supervision of the Water Division Supervisor.

 

Employee may assist with the City’s backflow prevention program, as needed. The employee is expected to exercise independent judgment and initiative in accordance with federal, state, and local government’s acts, laws, ordinances, policies, and practices.  This employee will perform other work assignments as required, both during normal work hours as well as after working hours.

 

ESSENTIAL FUNCTIONS

·         Other duties include maintaining Sodium Hypochlorite equipment as needed to provide adequate chlorine residual to meet state requirements.

  • Checks and lubricates pumps, motors, and other equipment found at plant facilities.
  • Checks electrical controls, resets tripped electrical circuits, and monitors for electrical motor malfunctions.
  • Informs Supervisor of machinery and equipment defects and performs necessary maintenance and repairs.
  • Keeps production facilities clean and orderly.
  • Reads and records a variety of charts, meters, gauges, records, reports, log sheets, and operating reports.
  • Collects samples for laboratory analysis and assists in handling water quality complaints.
  • Evaluates laboratory results and processes control tests to determine if the proper operations of processes are being maintained. 
  • Keeps records of all treatment facilities operational parameters.  Maintains records pertaining to the facilities operations.
  • Prepares required reports and summary sheets that are sent to regulatory agencies regarding the operation of the facilities. 
  • Insures that the facilities are in compliance with established guidelines and regulations. 
  • Includes being willing and able to answer all type of emergency and trouble calls during hours not normally worked that deal with operational problems to assure smooth water facilities operations continually.
  • Performs other assigned duties as required.

 

MINIMUM QUALIFICATIONS

 

  • High school graduate or GED required. 5 years experience in the water field, Certification as a Water Treatment Plant Operator Class “A” by the State of Florida.  Possession of an acceptable Florida Driver’s License.

 

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Considerable knowledge of hazards involved in water treatment and the safety requirements for handling chlorine and like chemicals.
  • Thorough knowledge of modern methods of water treatment
  • Considerable knowledge of the occupational hazards and safety precautions of the work. 
  • Thorough understanding of operation of treatment equipment, including pumps, motors, aeration equipment, chlorinators, and related equipment used in the treatment processes.
  • Ability to read, record, and interpret meters, charts, graphs, drawings, plans, laboratory reports, operation and maintenance manuals, etc.  Ability to troubleshoot the process and equipment used in these programs. 
  • Ability to analyze mechanical problems and take corrective action.
  • Ability to maintain effective working relationships with peers, and management.
  • Basic knowledge and use of PC computers and software programs used by the City.

 

PHYSICAL REQUIREMENTS

 

Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Requires intermittent lifting, carrying, pushing, and/or pulling of heavier objects (100+ pounds).

 

ENVIRONMENTAL REQUIREMENT

 

 Tasks are performed in outdoor environments. Due to the nature and location of the work environment, tasks include potential for prolonged exposure to disagreeable elements, e.g., heat, humidity, inclement weather. Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and adherence to established safety precautions is essential in avoidance of injury or accidents.
