Description

SUMMARY

Under the supervision of the California Prevention Training Center (PTC) CBA Manager, the CBA specialist will be responsible for planning, delivering, and evaluating capacity building assistance activities for HIV prevention providers working in health departments throughout the United States.  Main activities include: providing and developing training, facilitating and planning strategic meetings and developing resources and tools to improve the ability of providers to initiate high impact prevention to persons living with HIV and populations most vulnerable to acquiring HIV.

 

The job requires knowledge of some of the current interventions supported by CDC and experience working with and understanding the needs of the populations most impacted by HIV. The job also requires extensive travel throughout the United States. The specialist will work as a part of a team of professionals and is expected to work collaboratively and independently to provide expertise to state and local health departments and consult with our national funding partners at the Centers for Disease Control (CDC).

ESSENTIAL FUNCTIONS

Conducting Training and Technical Assistance (50%)

  • Respond to capacity building requests assigned to us through CDC by conducting needs assessments, developing action plans and conducting technical assistance activities to support the concerns identified and prioritized.
  • Conduct trainings on evidence-based interventions and public health strategies supported by CDC as assigned.
  • Provide technical assistance through such means as planning and conducting meetings for organizations to respond to current challenges on the focus areas of HIV testing, prevention with persons living with HIV and policy considerations impacting HIV prevention service provision (i.e. impact of ACA, supporting linkage and retention in care, responding to social determinants of health).

 

Curriculum Development, Standardization, and Piloting (20%)

  • Develop, pilot, and standardize specialized curriculum to address gaps in the field, increase agency capacity, and improve implementation outcomes in practice that include, but are not limited to: improving facilitation skills for group level interventions, monitoring and evaluation, improving recruitment and engagement in care, working effectively with gay and non-gay identified men who have sex with men, and persons living with HIV, building skill on counseling strategies to improve engagement in services, and incorporating a social determinants of health perspective.

Resource/Tool Development and Evaluation Activities (20%)

  • Develop resources and tools for local and state health departments to strengthen their HIV prevention programs in such areas as linkage and retention in care, identification of viable interventions, and testing modalities.
  • Support and plan evaluation activities related to services provided to help identify successes and challenges and the short and long-term impact of our capacity building efforts.

 

Other Organization Duties (10%)

  • Participate in designated meetings and conferences, and deliver presentations on various programmatic areas of expertise.
  • Develop content for Webinars and other presentations using PowerPoint, and various distance-learning programs.
  • Other duties as may be assigned.
 
Position Requirements

JOB QUALIFICATIONS

Education/Experience

Required:

  • Masters’ degree in Public Health specializing in behavioral science, health education, or advanced degree in organizational learning, or similar field including curriculum development, behavior change research, operations research, or data analysis, OR at least two years of experience implementing HIV or STD prevention programs, including training and technical assistance provision.
  • Background in behavioral science theory, counseling, program planning and evaluation or related fields.
  • Experience working with communities and populations most impacted by HIV.
  • Experience or understanding of program level evaluation preferred.
  • Experience developing curriculum preferred.
  • Experience presenting via webinar, Adobe Connect Pro or other platforms preferred.
  • Working knowledge of HIV prevention programs including experience with HIV testing and working with persons living with HIV is essential.

Other Skills, Knowledge, and Abilities

  • Bi-lingual; Spanish speaking capabilities preferred.
  • Proficiency with MS Word, PowerPoint.
  • Excellent oral, written, facilitation and presentation skills to work and communicate effectively with professionals from various public and private agencies are also required.
  • Knowledge of adult learning principles preferred.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment, work collaboratively as well as independently with minimal supervision is necessary.
