Grant Proposal Reviewer/Consultant

The primary function of this position as Consultant/Grant Proposal Reviewer is to provide assistance with technical reviews and cost evaluations of grant proposals submitted to the California Energy Commission for EPIC Program solicitations (grants, loans or contracts).

Duties and Responsibilities

The technical Consultant will require skills to manage and analyze the following: 

  1. Assess Pre-commercial Energy Technology that has not reached commercial maturity or been deployed at scales sufficiently large and in conditions reflective of anticipated actual operating environments to enable the appraisal of operational and performance characteristics including a assessment of the company’s financial strength and stability.
  2. The Consultant shall determine if use of EPIC grant funds for clean energy technology will improve electricity reliability, lower costs, and increase safety. In addition, the Consultant shall determine if the technology provides Investor Owned Utility (IOU) ratepayer benefits and will assess if the proposed technological advancement and breakthroughs will overcome barriers and allow the State to meet statutory energy goals
  3. The Consultant shall review proposals to analyze the realities of market adoption of innovative, pre-commercial energy efficiency, solar, storage, advanced inverter technologies into the marketplace. This includes evaluating the long-term reporting and monitoring of the actual performance of the proposed technology in the field.

The Consultant acting as a Subject Matter Expert is to provide expertise in the evaluation of EPIC funded grant proposals to review technical merits and approach as well as the other costs benefits and team qualifications. Specific subject matter expertise is needed in the following areas:

•          Buildings End-Use Energy Efficiency

•          Industrial, Agriculture and Water End-Use Energy Efficiency

•          Renewable Energy Technologies

•          Energy-Related Advanced Generation

•          Energy-Related Environmental Research

•          Energy Technology Systems Integration

•          Energy-Related Transportation

•          Market Facilitation

Consultant shall exhibit skills in writing and communication to produce documents that summarize findings on whether the technical and cost components of a project proposal meet the Proposal Evaluation Criteria relevant to a particular solicitation.

Redhorse Corporation will provide the Consultant with a Sample Proposal Evaluation Criteria for an example of the criteria to be evaluated for the energy project technical proposal reviews.

In addition, Consultant shall exhibit skills in managing the software and SharePoint systems to access confidential documents.

Position Requirements

Minimum Basic Requirement for Skills, Experience, Education and Credentials


  • Bachelor’s Degree and 7 years of progressively responsible experience performing duties relevant to this position preferably in non-profit, science-policy communication, government agency or legislative experience, research and study development, event coordination, outreach experience, grant writing, or mentoring staff or clients. 
  • Ability to solve intellectual problems of substantial variety and complexity using originality and ingenuity.
  • Demonstrated proficiency in communicating scientific/technical/policy information. 
  • Strong program/project management skills.
  • Ability to work successfully in a team environment and to form and maintain effective teams.
  • Ability to prioritize work and the flexibility to change directions as the job dictates.
  • Has thorough knowledge of energy, business and systems operations and regulatory compliance requirements.
  • Must have advanced skills using Microsoft Office and common desktop/web applications.
  • Position requires strong inter-personal skills and ability to work effectively across the organization at all levels.
  • Mastery of sophisticated service orientation, strong management skills, leadership skills, sound judgment and decision-making, critical thinking, creative problem solving, and effective verbal and written communication skills.
  • Advanced program planning and management of projects.
