Description

CLASS SUMMARY:                       

Manages a caseload and provides direct care including assessment, and diagnostic evaluation, treatment planning, case management, individual, group and family counseling, educational sessions and discharge/aftercare planning for clients with substance abuse problems.  Oversees the maintenance of clinical records and compliance to clinical standards.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.  IMPACT: Work has an immediate affect on the health, safety and progress of clients in treatment.  Quality of work by the incumbent directly impacts on the agency's reputation with other service providers and the public, the agency's risk to legal liability and compliance to governing regulations and licensures.  Crisis interventions made by the incumbent have a direct affect on client or staff endangerment.  The incumbent's work directly affects the quality of work of subordinate counselors.

II.  LATITUDE:  Work is performed generally independently with frequent consultations by the Manager who also reviews documentation and follows-up completion of the incumbent's assignments on a regular basis.

III.  RESPONSIBILITY FOR THE WORK OF OTHERS:  Supervision is exercised over Substance Abuse Counselors or other positions in the facility.

IV.  INTERPERSONAL CONTACTS:  Work involves continuous contact with clients and other staff in planning and providing client services.  The incumbent has regular contact with family members and with other service agencies providing services to clients such as social workers, physicians and hospital staff, court and law enforcement personnel, etc.

V.  DIFFICULTY:  Work involves the coaching of subordinates and the effective interpretation, application and implementation of complex clinical and administrative standards to the on-going delivery of care.  Appropriately relating to variety of client personality types requires use of judgment and discretion.  Incumbent is responsible for developing an original treatment plan for the client based on the incumbent's assessment of client need and diagnostic status.  Diagnostic work involves the application and interpretation of sophisticated standards to the individual client condition as determined by incumbent.  Emergency situations resulting from resident medical or behavior problems involve timely and responsible decision-making. 

VI.  COMMUNICATIONS:  The incumbent prepares and presents complex technical reports to the court and in other legal proceedings.  Prepares educational materials and develops client exercises.  Develops staff orientation and development materials.  Work entails group and individual instruction and facilitation and in-service training for staff and others.  Incumbent prepares notes and reports on client behavior.  Incumbent prepares and updates treatment plans and case staffings.  Communicates with community agency personnel in facilitating referrals.

VII.  EQUIPMENT/FACILITIES RESPONSIBILITY:  The incumbent is responsible for the care and security of facility educational materials and equipment.

VIII.  WORKING CONDITIONS:  Work is performed in a residential or clinical setting.  Incumbent is exposed to clients with severe substance abuse problems who are physically unhealthy, emotionally unstable, hostile, aggressive and verbally abusive and present a risk of personal harm.  The incumbent is frequently disturbed during personal hours with work-related calls of varying duration.

IX.  KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):                  

Thorough knowledge of the principles, practices and techniques of therapeutic counseling.

Thorough knowledge of the theories, characteristic behaviors and systems associated with the various stages of chemical dependency.

Thorough knowledge of the clinical standards, licensure, reimbursement and other regulations governing the work. 

Good knowledge of supervisory practices.

Good knowledge of the principles and practices of continuous quality improvement and risk management.

Thorough knowledge of assessment, diagnostic and treatment principles and practices related to chemically dependent clients.

Extensive knowledge of community services and resources.

Ability to communicate effectively and prepare related documentation.

Ability to establish and maintain rapport with clients.

Ability to prepare and maintain narrative records.

Ability to prepare complex analytical reports.

Ability to deal with stressful situations or individuals.

Ability to establish and maintain effective working relationships with others.

Ability to plan, supervise and evaluate the work of professional subordinates.

Ability to prepare and conduct educational presentations.

Good knowledge of the laws, guidelines, and legal procedures relating to mental health care or substance abuse treatment to include HIPAA and 42 CFR Part 2.

 X.   LICENSURE:  Valid state driver's license.  Certification in CPR, First Aid and medication administration.

 XI.   PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Maintains a personal client caseload.

Schedules, trains, assigns cases and supervises Counselors.

Reviews and evaluates work performance for submission to program supervisor.

Monitors client behaviors and prepares related documentation.

Conducts education and limited therapy group.

Conducts assessments diagnosis and treatment planning.

Performs, reviews, and monitors discharge planning and makes aftercare referrals.

Personally maintains and supervises the maintenance of clinical records.

Provides individual counseling regarding family, personal and lifestyle crisis situations.

Attends staff meetings.

Prepares incident reports as required.

Oversees the maintenance and administration of the facility's clinical records.

Inputs into individual client staffing.

Provides case management services and referrals and coordinates services with other agencies and offices internal and external to the agency.

Counsels clients in Case Management services.

Provides clinical supervision for staff to become certified Substance Abuse Counselors.

Participates in and complies with the program's quality improvement and risk management plan.

Does related work as required.

XII.  PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.  Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine.  No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
