Purpose of Division

The National Initiatives Division is comprised of multiple program areas that focus on progressive research and program development to support and enhance the critical lines of business of NeighborWorks organizations in homeownership, real estate and neighborhood development, and community building and engagement.

Within the National Initiatives Division, the Community Initiatives Department supports efforts to build vibrant local communities that provide equitable opportunities for people to thrive. Community Initiatives is comprised of NeighborWorks America’s Stable Communities, Community Building and Engagement, Rural and Healthy Homes and Communities Initiatives. The Department supports  (1) place-based community stabilization strategies aimed at creating a strong and balanced real estate market, safe and attractive conditions, and a positive neighborhood image; (2) community building and engagement strategies aimed at building resident leadership, collective capacity and social connections; and (3) systems-level strategies that bring together community stakeholders to address complex challenges.  Community Initiatives accomplishes this vision through grant making, technical assistance, peer-to-peer learning, demonstration projects, trainings and workshops, research, sharing best practices, and convening practitioners and experts.

Position Summary

Under the supervision of the Director, Community Stabilization, the Senior Manager develops resources and implements programming to support the effectiveness of the NeighborWorks network and the community development industry in their community stabilization activities. The Senior Manager employs specialized content expertise in the areas of affordable housing, neighborhood revitalization, community planning, and comprehensive community development to design and deliver technical assistance, training, tools and resources to the NeighborWorks network and broader community development field. The Senior Manager also promotes the community stabilization and neighborhood revitalization leadership of NeighborWorks America and the NeighborWorks network through a variety of platforms, including speaking engagements, presentations and publications.

Essential Responsibilities:

  • Design and direct technical assistance efforts to support the NeighborWorks network’s community stabilization activities and outcomes
  • Develop, support, and deliver training and peer-exchange opportunities for housing and community development practitioners on topics related to affordable housing development, community stabilization, neighborhood revitalization and comprehensive community development
  • Develop publications, case studies and tools related to community stabilization to improve practice and promote the leadership of NeighborWorks America and the NeighborWorks network in advancing community stabilization
  • Support the administration of community stabilization grant opportunities
  • Conduct, direct, and present research and data analyses to advance understanding of the factors that influence the success of community stabilization efforts in the NeighborWorks network and broader community development field
  • Provide content expertise on community stabilization related topics to internal and external partners
  • Participate in the development of reporting metrics for the NeighborWorks network related to community stabilization
  • Support the NeighborWorks America Community Stabilization Advisory Committee – a committee comprised of network Executive Directors – including providing regular program updates and soliciting input on programmatic activities
  • Contribute to the development of online resources to share best practices in community stabilization
  • Develop new partnerships and sustain relationships with key partners, constituents and audiences to support an array of community stabilization strategies
  • Represent NeighborWorks America, the Stable Communities Initiative, and the NeighborWorks network at internal and external events and on working groups or task forces
  • Keep up to date on federal, state and local policies influencing community stabilization efforts
  • Other job related duties as required to advance the goals and objectives of the Stable Communities Initiative, NeighborWorks America, and the NeighborWorks network

Nature of Work Contacts
The Senior Manager will interact with a diverse group of internal staff, representatives from the NeighborWorks Network, consultants, external partners, funders, and other stakeholders from within and outside NeighborWorks America.

Fiscal Responsibilities
The Senior Manager will be responsible for managing project budgets. In addition, the Senior Manager will support the Director and Department Budget Manager in managing the overall program budget.

 
Position Requirements

Required Minimum Qualifications:
(a) Education:  Bachelor’s degree in urban planning, public policy, real estate development, nonprofit management, business administration, or other related fields. A graduate degree is preferred.

(b) Experience:  At least seven years of professional experience or equivalent combination of educations, training and experience which provide the required knowledge, skills and abilities (see below).

(c) Licenses, Certifications:  None specified.

                                                                 
(d) Competencies, Knowledge, Skills & Abilities:

  • Knowledge of community development principles, housing and community development history and policy, community stabilization and neighborhood revitalization strategies, urban planning and land-use theory, and affordable housing and real estate development.Direct work experience in these areas is preferred.

  • Demonstrated experience in project management, including experience designing and directing technical assistance and training efforts.Direct experience providing technical assistance on community stabilization or neighborhood revitalization strategies is preferred.

  • Demonstrated experience with communications, marketing and event planning.

  • Demonstrated experience developing and delivering presentations, including delivering presentations through online platforms (e.g. WebEx or other distance-learning programs).

  • Demonstrated experience conducting research and data analysis in the housing and community development fields.

  • Strong writing skills, including experience developing and contributing to publications and online content.

  • Strong quantitative and analytical skills, including experience conducting research and data analysis in the housing and community development fields.

  • Excellent verbal and written communications skills.

  • Experience managing contractors or consultants.

  • Ability to prioritize, plan, organize and carry out multiple assignments in a fast-paced work environment

  • Ability to maintain regular and timely attendance

(e) Technology:
Advanced capability with Microsoft Word, Excel, and Outlook. Experience with data analysis and geographic information systems (GIS) software is preferred.

Working Conditions:
(a) Travel:
 Up to 25% including frequent overnight absences from employee’s place of residences.
(b) Physical/Sensory Demands: Work is performed in an office and field setting; extensive computer usage.
