Redhorse Corporation is searching for a full-time Junior Analyst to join our team to provide Data Science services to support the Office of the Secretary of Defense (OSD), Cost Assessment and Program Evaluation (CAPE). CAPE is responsible for performing capability, weapons system, force structure and readiness analyses in a joint, theater context to support the Defense Planning, Programming, Budgeting, and Execution System (PPBES).  The work shall be conducted in CAPE office space located at both at the Pentagon, Mark Center, Alexandria, Virginia and other CAPE locations within the National Capital Region.

Background: The Director of CAPE is a principal advisor to the Secretary of Defense and other senior officials of the Department of Defense. CAPE provides independent analysis and advice on cost estimation, cost analysis, and the planning and programming phases of the PPBES. CAPE’s principal responsibilities include the following:

  • Ensure discipline in the Planning, Programming, Budgeting and Execution (PPBE) process to support development of a balanced portfolio of defense capabilities that enables the Department to execute the National Military Strategy.
  • Provide deep insight into the costs of major acquisition programs to enable responsible budgeting and proactive management decisions to control cost.

The Simulation & Analysis Center (SAC) within CAPE is responsible for performing capability, weapons system, force structure and readiness analyses and assessments of joint, mission and theater-level military operations. This support requires a wide range of war fighting analytic capabilities including traditional analysis using mathematics and statistics, applying emerging techniques such as data science, modeling to include specific war fighting models, conducting analytic “deep dives” on warfight scenario issues, conducting wargames, and finally evaluating military operations across the spectrum of conflict.

The SAC conducts studies that address important issues within the Department of Defense. These studies are focused on providing OSD senior leadership analytic insights to align resourcing with the defense strategy as outlined in the guidance provided by the Secretary of Defense. These efforts require working in a joint, collaborative environment with other OSD organizations, the Joint Staff, the Services, Combatant Commands, and other U.S. Government agencies.

 

 
Position Requirements

The Junior Analyst shall provide analysts in support of CAPE analytic efforts. The Junior Analyst shall integrate data from multiple sources and develop and implement business rules for improving data quality and filling in missing values to use the data and associated software to perform analysis and decision support. Such support may consist of generating special displays, charts, graphics, data pulls, comparisons, and other analyses. Additionally, the Junior Analyst shall perform archiving of study data and retrieve data from previous studies included in the archives.

The Junior Analyst will provide analysis and evaluation activities across OSD. Projects will be sponsored by a civilian or military CAPE analyst and monitored by the SAC Director. They may range from short duration problem solving to lengthy projects to understand and analyze extremely large datasets. Expertise will need to include structured problem solving, operations research techniques, and emerging data science skills while experience in warfare modeling and functional and mission level analysis will prove useful. The majority of this work will involve research and analysis in areas with limited effort beforehand requiring development of new techniques or applying techniques to new problems. The depth of support required can range across a collection of skills and span varied timeframes (weeks, months, or years) for individually chartered events. CAPE analysts are highly skilled in mathematics and expect frequent interaction and updates from the Junior Analyst staff.

Basic Requirements for Skills, Experience, Education and Credentials include:

  • Minimum Bachelor’s Degree in Mathematics, Operations Research, Computer Science, Data Science, or other applicable Science, Technology, Engineering, and Mathematics (STEM) degree.
  • Must have résumé experience or show collegiate-level coursework in at least one of these areas:
    • Statistical modeling, experimental design, sampling, clustering, data reduction, confidence intervals, testing, modeling, and predictive modeling.
    • Working with big data and performing inventory management, forecasting, optimization, and supply chain analysis.
    • Database/memory/file systems optimization and architecture, Application Program Interface (API)’s, analytics as a service, optimization of data flows, and data plumbing.
    • Utilizing machine learning and computer science techniques for developing and running algorithms and dealing with computational complexity.
    • Providing visualization of the data and results in a meaningful way for senior decision makers to understand quickly with minimal to no explanation.
    • Expertise using programs such as Tableau, ArcGIS, and R to display data
    • Candidates for these positions must demonstrate excellent verbal and written communication skills and usage of the English language.
    • Candidates must have, at a minimum, an Active Secret Security Clearance in order to be considered for these roles.
