Program Manager

The Program Manager will be responsible for all aspects of Program and project performance (i.e., technical, contractual, administrative, financial) for the contract. Will direct all employees assigned to the contract and the subcontractor teams on the program. This PM will work in conformance with NOAA, Federal and company policies. The selected candidate will also manage preparation of proposals for subsequent tasks. Other responsibilities will include overseeing the successful completion of all assigned tasks, and maintaining customer contacts. Will manage 20-200 task orders annually, employing technical, business and task management enterprise practices, processes, tools and frameworks (i.e., PMP, ISO, CMMI, Six Sigma, etc.); at multiple geographical locations.

Exercises independent judgment, as well as a high]level of analytical skill, in solving non]routine technical, administrative, and managerial problems. This position will be contingent upon the award of the contract.


Position Requirements

Required Education/Experience:

Masters of Science degree in Systems Engineering or Master's / Doctorate degree in Fisheries or Wildlife Science, Statistics, or a related biological/ecological sciences field and minimum 7-12 years' experience in Program/Project Management of Federal contracts valued at $10M-$100M.

Required Skills:

  • Track record of successful program management in all aspects of technical performance, schedule and cost of large ($10M - 100M, 15 - 100+ personnel) Federal contracts.

  • Able to manage several large, complex tasks simultaneously.

  • Strong background in biological and research science, engineering or IT.

  • Knowledge and experience in Federal Government IT Security requirements.

  • Experience working in a science related, high-technology environment.

  • Extensive experience in budgeting, planning, establishing goals and objectives.

  • Familiarity with NOAA, NASA and/or USGS programs/projects and operations.

  • Understanding of basic elements of government contracting.

  • Understanding of the life-cycle processes.

  • Security Clearance – Top Secret

  • Strong interpersonal skills, ability to interact effectively with employees at all levels.

  • Ability to work as a team with a variety of groups.

  • Excellent communication skills; both written and oral.

  • Ability to speak and write clearly and understandably in English.

  • U.S. citizenship is required.

    Desired Skills:

  • Professional certification in program/project management highly desired. PMP certification is preferred.

    Preference will be given to applicants who have knowledge and experience with:

    • Fishery science and marine program management

    • Working on fisheries and natural resource issues spanning state, federal or international boundaries

    • Resolving/negotiating highly sensitive/controversial natural resource issues

    • The operation and management of hydroelectric systems and facilities and the effects on fish and wildlife populations

    • Endangered Species Act (ESA) requirements and recovery planning for impacted marine life.
