Scope: Systems & Technology Research (STR) is seeking a highly motivated candidate with 2-5 years of subcontracts and/or procurement administration experience in the federal government contracts and acquisition space. Core Responsibilities: Conduct life-cycle procurement activities for our subcontracts, consultant agreements, and other types of agreements and purchase orders—from solicitation to close-out Analyze subcontractor proposals, conduct market research, draft cost and price analyses, and negotiate with vendors Perform purchasing/buying functions Contribute to shaping internal procurement policies and procedures, and setting up long-term scalable practices as our business grows Review, negotiate and execute non-disclosure agreements and teaming agreements Support DCMA Contractor Purchasing System Reviews Develop and maintain business relationships with our internal customers and external partner organizations   Position Requirements Experience and Qualifications: • Bachelor's degree required • 2-5 years subcontracts administration or procurement experience in support of federal government programs, particularly in support of programs under the Department of Defense or Intelligence Community • Certified Federal Contracts Manager (CFCM) and/or Federal Acquisition Certification in Contracting (FAC-C) I, II, or III or DAWIA Certification preferred • Knowledge of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations (DFAR) and agency specific regulations required • Experience supporting DCMA Contractor Purchasing System Reviews preferred • Ability to read and interpret federal regulations and related acquisition policies and guidance, and to apply those regulations in context required • Familiarity with various Government contract types (i.e., CPFF, FFP, T&M, Cost-Reimbursement, Labor-Hour) preferred • Security clearance (or ability to obtain a security clearance) preferred The candidate should possess the following attributes: • Collaborative, self-motivated, and efficient, with good business judgment and analytical skills • Innovative, with an interest in working closely with STR's Contracts Manager and other team members to continue setting up and building an efficient procurement practices • Ability to work in a fast-paced environment and adapt well to change • Superior interpersonal skills, including the ability to interact in a professional manner with external partners and colleagues at all levels across the organization • Thirst for excellence and enthusiasm to expand his/her experience and take on additional responsibilities in subcontracting and procurement activities STR seeks to provide an outstanding work environment for its employees with excellent benefits and competitive compensation.
