CLASS SUMMARY:                                                                                               

This class is directly responsible for maintenance actions involving CSB buildings, vehicles and equipments. Incumbent may supervise skilled and unskilled maintenance workers.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.  IMPACT:  The incumbent is directly responsible for the maintenance of CSB facilities, vehicles, and equipment, all together valued at over eight million dollars ($8,000,000).  The personal safety of nearly eight hundred (800) agency staff and hundreds of agency clients is dependent on the proper execution of the incumbent's daily work.  Improper execution of maintenance duties would have a catastrophic impact on the agency's financial condition, seriously impair the agency's ability to deliver services, and have very serious consequences on the disabled population served by the agency.

II.  LATITUDE:  Daily work responsibilities are performed independently.  Significant independent, important decision making authority is exercised daily.  Long range planning is coordinated with the Manager.

III.  RESPONSIBILITY FOR THE WORK OF OTHERS:  Several skilled and unskilled maintenance workers.

IV.  INTERPERSONAL CONTACTS:  Daily contact with agency staff, visitors, janitorial and security personnel is required.  Also works with vendors and building tenants.

V.  DIFFICULTY:  Responsibility for maintenance of all agency facilities, vehicles and equipment involves complex planning scenarios to ensure necessary maintenance is accomplished while maintaining a safe, working environment for all staff.  Incumbent is responsible for operation and management of complex, sophisticated office building heating, ventilation and air conditioning equipment.  In the execution of daily work, incumbent is routinely faced with complex, decisions that affect all occupants in the building and have a direct and dramatic impact of the safety, maintainability and cost effectiveness of building equipment.  Incumbent supervises other workers in the maintenance of machinery, equipment, buildings and associated grounds.  Much of the machinery and equipment is very complex, requiring specialized training.  Work requires accuracy, attention to detail and compliance to strict time frames.  Work frequently involves much physical labor involving heavy and dangerous equipments.

VI.  COMMUNICATIONS:  Excellent written and oral communication is required, as incumbent routinely communicates with agency staff, tenants and vendors.

VII.  EQUIPMENT/FACILITIES RESPONSIBILITY:  Incumbent has primary responsibility for all aspects of the maintenance and safety of the CSB facilities, vehicles and equipment valued at over eight million dollars ($8,000,000).  Incumbents also have responsibility and consultative interaction for other agency facilities, buildings, and equipment repair and maintenance.

VIII.  WORKING CONDITIONS:  Work is performed in a hazardous environment, in and around complex electrical, plumbing, and environmental equipment that presents life-threatening danger, even under proper safety features.  Incumbent is on call 24 hours per day to respond to building and equipment related failures.

IX.  KNOWLEDGE, SKILLS, AND ABILITIES (KSA'S):

Excellent knowledge of all aspects of vehicle maintenance.

Outstanding knowledge of fundamentals of the physics involved in mechanical, electrical, plumbing and electronic equipment.

Outstanding knowledge of modern HVAC equipment, boilers, pumps and controls.

Excellent knowledge of agency purpose and activities.

Excellent knowledge of computer controlled equipment.

Good skill in maintaining an inventory of repair parts.

Good mathematics skills.

Ability to maintain equipment maintenance records.

Excellent ability to work effectively with agency employees and vendors.

X.  LICENSURE:  Valid VA driver's license.

XI.  PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Maintain all agency vehicles.

Maintain HVAC equipment in all agency buildings.

Prepare long and short term maintenance plans for all equipment.

Maintain and repair electrical switchboard and switching gear and pneumatic control equipment in all agency buildings.

Supervise all maintenance workers, both agency employees and contractors.

Conduct daily inspection of all automated building equipment at Admin site.

Maintain building grounds and parking lots.

Perform routine replacement of fluorescent bulbs.

Ensure contract maintenance is properly accomplished.

Be on-call after hours for emergency repair and maintenance.

Maintain appropriate maintenance records.

Frequently operates agency vehicles.

XII.  PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.  Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine.  Some walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.  Work frequently involves much physical labor involving heavy and dangerous equipments.  Ability to lift more than 75 lbs.
