WORK OBJECTIVE

This is technical, professional work in Water Conservation and Recycling.  Employee often works alone and is expected to make independent decisions requiring technical expertise and good judgment.  Requires considerable knowledge of water, irrigation, conservation and recycling methodologies and processes.  Responsible for the administration of the water conservation and solid waste recycling customer education programs for the department.  Reports to the Assistant to the City Manager for Public Services.

ESSENTIAL FUNCTIONS

  • Increase incoming residential and commercial recyclable materials by increasing public awareness and act as liaison regarding recycling program efforts and initiatives. Prepares and implements customer and public education programs related to water conservation and recycling.
  • Development of new recycling program elements, pilot programs and ideas for implementation in an effort to increase recycling participation.  Develop a strategy to implement new programs.
  • Increase our public relations effort by meeting with municipal partners on a regular basis to communicate future plans and operations.  This includes promoting programs and developing long term relationships with other governmental entities.
  • Development of sponsorship opportunities to promote the program’s messages and efforts.  Assist at special events to institute a successful recycling program.
  • Inspects irrigation systems and household water conservation devices; checks for proper installation and insures that city standards and specifications are followed.
  • Investigates illegal usage of water; talks to people concerned and explains city viewpoint and policy on their particular request, action, or complaint.  
  • Advises customers how to use water and irrigation more efficiently and provide them with technical assistance as needed.
  • Promotes outreach programs to the community, public/private education system, and commercial enterprises by presentations or workshops, and by written communication.
  • Completes work with a minimum of supervision and instruction.
  • Works the days and hours necessary to perform all assigned responsibilities and tasks.  Must be available to communicate with co-workers, supervisors, customers, vendors, or other groups to accomplish assigned goals.

MINIMUM QUALIFICATIONS

Bachelor of Science Degree in Environmental Science and (3) years experience in water conservation, recycling and/or related environmental management field.  Applicant must possess a valid Florida Drivers License.

Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.

KNOWLEDGE, SKILLS AND ABILITIES

·Ability to obtain knowledge of the methods, materials, practices, and techniques involved in the operation of irrigation systems and controllers.

  • Ability to read and interpret engineering plans and specifications and to understand and follow complex oral and written instructions. 
  • Must deal effectively with individuals, businesses, local governments and interested citizens.  The position requires human relations skills to establish and maintain effective working relationships with the public and private sector, individuals and groups.
  • Excellent verbal and written communication skills.  Write technical reports, business letters and public notices. Knowledge of media and public relations practices and marketing strategies.
  • Ability to read a variety of policy and procedure manuals, computer manuals, financial documents, records, technical reports, etc.  Requires the ability to enter data into computer and prepare reports, records, forms, correspondence, etc., with proper format, punctuation, spelling and grammar.  Must be able to speak with poise, voice control and confidence and to articulate information to others. 
  • Ability to make routine independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation.
  • Ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.
  • Ability to add and subtract totals, to multiply and divide, to determine percentages and decimals, to determine time.  Must be able to use practical applications of fractions, percentages, ratio and proportion.
  • Ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under minimal levels of stress when confronted with an emergency or tight deadline.
  • Knowledge of laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
  • Knowledge of the functions and interrelationships of governmental agencies.
  • Professional ability to administer and maintain the customer service and public education programs for the department.

PHYSICAL REQUIREMENTS

Must be physically able to operate a variety of automated office machines and equipment including computers, calculators, and general office equipment.  Must be capable of doing outdoor irrigation and meter site inspections, which may require considerable amounts of walking. Must be able to lift, carry, push, pull or otherwise move heavy boxes of paperwork and other presentation materials.  Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).

ENVIRONMENTAL REQUIREMENTS

Tasks are performed in outdoor environments. Due to the nature and location of the work environment, tasks include potential for prolonged exposure to disagreeable elements, e.g., heat, humidity, inclement weather. Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and adherence to established safety precautions is essential in avoidance of injury or accidents.
