Neighborhood Planner

Position Summary:

The City of Thomasville is seeking a planner with an interest in community planning, including the relationship between policy, economic investment, housing, and the design of our built environment. Candidate will perform a variety of professional level duties including the drafting of the 2018 comprehensive plan, area and corridor planning, ordinance writing, preservation planning, economic development and grant administration, development review, and related functions. Candidate will be a key contributor to the City of Thomasville regarding planning, visioning, and associated policies. Candidate should possess a thorough understanding of city planning, traditional design, and new urban principles and practices.

Essential Duties:

  • Assist in drafting and maintaining the Comprehensive Plan and land development regulations. Includes work on 2018 Comprehensive Plan; a community-wide vision founded in new urban tenets that is highly graphic, “place-based,” and user-friendly.
  • Assist in overhaul of City’s conventional zoning ordinance, promoting the use of a unified development ordinance that utilizes form-based standards.
  • Assists with long range planning efforts; including master plans, illustrative plans, revitalization plans, etc. at a variety of scales, including, the region, sector, district, neighborhood, corridor, block, and lot.
  • Oversight of City’s redevelopment areas, promoting infill housing construction and other neighborhood-scaled uses. Administers planning-based grants, including housing grants.
  • Performs planning related research of a specific or general nature. Writes and presents formal and technical reports, working papers, and correspondence.
  • Promotes infill housing as a means for improving quality of life and stimulating economic development.
  • Evaluates adequacy of City’s housing in meeting current and projected needs. Recommends priorities, schedules, and funding sources to implement improvements.
  • Conducts meetings with citizens, private developers, and actively participates in community-based charrettes in order to resolve complex issues.
  • Coordinates and follows up with appropriate committees, departments, and agencies to ensure desired results and completion of projects.
  • Interpret the city’s regulations, plans, and policies for elected and appointed officials, citizens, and the business community. Write staff reports and notifications.

Knowledge, skills and abilities:

  • Graduate degree in urban or regional planning, landscape architecture, urban design, or a related field.
  • Knowledge of comprehensive and master planning concepts, new urban design principles, and form-based coding.
  • Knowledge of federal, state, and local grants; including administration and grant writing.
  • Drawing skills a plus.
  • Knowledge of computer hardware and software, including word processing and ArcView/ArcGIS. In addition, familiarity with one or more urban design programs (i.e. SketchUp, Adobe Creative Suite, AutoCAD, or similar) is preferred.
  • Ability to read and interpret concept plans, zoning maps, site and building plans.
  • Actively promotes a collaborative and innovative culture.
  • Ability to deal courteously and diplomatically with the general public.
  • Ability to communicate clearly and concisely, orally, graphically, and in writing.
  • Ability to complete tasks with accuracy and with strong attention to detail while consistently meeting deadlines.
  • Ability to attend evening meetings is mandatory.
  • Professional certification/accreditation preferred, such as American Institute of Certified Planners, Congress for the New Urbanism, US Green Building Council, etc.
  • Knowledge of Georgia land use laws and local regulations.

Physical/Environmental Requirements

Mobility to work in typical office settings using standard office equipment is required.  In addition, vision to read printed materials and computer screen and hearing and speech to communicate in person or over the telephone. The primary work environment of this position is indoors. On occasion the candidate will perform work in the field, resulting in exposure to extreme weather conditions and requiring the performance of manual tasks. These tasks will include but are not limited to the following (lifting, pulling, pushing, climbing and walking over rough terrain).
