CLASS SUMMARY:

Incumbent will serve as the point of contact and provider of clinical services for veterans and their families who are a part of the Drug Treatment Court Veteran’s docket.  The Hampton Drug Treatment court veteran’s track is designed to effectively treat and support Virginia veterans who are in need of substance abuse and mental health treatment.  The primary purpose of the Veteran Coordinator is to provide treatment services as well as provide timely assessment, resource linkage, and supportive services for veterans with service related needs.  Coordinator will assist veterans by identifying, developing, and linking to needed resources, assisting veterans in accessing their entitlements, advocacy, outreach, education, and marketing the Hampton Drug Treatment Court Veteran’s Track.  Coordinator will maintain positive, productive relationships with the criminal justice system, Veteran’s Administration, veteran and treatment community.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.  IMPACT:  The general health and welfare of veterans seeking access and referred to the Hampton Drug Court program directly dependent on the work of this class.  The incumbent is responsible for determining and responding to the needs of the veteran population.  The incumbent facilitates referrals to other services and programs contractually related to this project as well as to other services.  Veterans may be mentally ill, substance abusing, homeless, incarcerated, or exhibiting a combat related brain injury.  The veteran may also present multiple disabilities.  The incumbent assesses need, plans treatment and refers clients to appropriate programming, and follows up to monitor the veteran’s progress.  Work includes mental status observations and recommendations.  This class has the responsibility for advocating for needed services at the individual level, as well as identifying generic needs in the services network.  Finally, the Veteran Coordinators provide a variety of essential therapeutic and logistical services directly to the veteran which enables care.

II.  LATITUDE:  A Veteran Coordinator performs on-going case work independently as much of the work will occur in the community and at the drug court office.  A Veteran Coordinator is expected to understand administrative and/or policy issues without individual consultation with the coordinator.  Periodic review of records is made by the coordinator and Drug Court Administrator.  Requires frequent contact with the Circuit Court judges and criminal justice system in general.  Clinical work is guided by the standards and practices of the profession and substantial discretion and independent judgment is exercised in clinical matters.

III.  RESPONSIBILITY FOR THE WORK OF OTHERS:  None.

IV.  INTERPERSONAL CONTACTS:  Work requires continuous and involved interface involving advocacy and/or coordination of services with a number and variety of others, internal and external, to the agency.  Work involves continuous and extensive representation of the H-NNCSB, Hampton Drug Treatment Court, interests to other agency officials, officials and staff of the criminal justice system, other local and state agencies and advisory boards, veterans associations and groups, service providers and consumer/family advocacy groups.  The incumbent interfaces with a variety of others including: clinical staff of this and other agencies, the VA Medical Centers, veteran’s service associations, brain injury and PTSD contract service providers, Hampton Drug Treatment Court Veteran’s Track staff, Virginia Department of Veterans Services staff, correctional staff, probation officers, judges and Veteran’s Administration.

V.  DIFFICULTY:  Work involves assessment of client needs and implementation of timely referrals to meet those needs.  Work requires integration and coordination of various services needed by the veteran.  Work requires interaction with a multitude of professional disciplines.  Creativity and innovative use of scarce resources to deal with the unique needs of veterans will be required.

VI.  COMMUNICATIONS:  Extensive communication by telephone and in person with veterans, their families, and/or care givers will be required.  Frequent, timely standardized data collections, correspondence, and other clinical documentation will be required.  Public speaking and representation of the Hampton Drug Treatment Court Veteran’s Track Program to community groups, veterans groups, the media, advisory boards, and consumer/family advocacy groups will be required.

VII.  EQUIPMENT/FACILITIES RESPONSIBILITY:  Incumbent may have use of mobile telephone equipment and a personal computer.

VIII.  WORKING CONDITIONS:  The incumbent performs most work in a typical office environment, however due to the outreach nature of the program the incumbent will likely be required to travel extensively throughout the area, there will be times when incumbent will be giving presentations, marketing the program, and meeting with veterans and officials in local jails and state correctional facilities.

IX.  KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Thorough Knowledge of individual group and family diagnostic and treatment theories and techniques related to substance abuse and mental illness.

Thorough knowledge of veteran related disorders and effective treatment methods, such as PTSD, trauma treatment, societal re-entry issues, and anger management.

Good working knowledge of the services, programs, service providers, and population characteristics to be served by the HDC Veteran’s Track.

Good working knowledge of the judicial/correctional system and challenges related to re-entering society following incarceration.

Ability to prepare written reports and present testify in weekly court hearings.

Good working knowledge of interviewing and supportive counseling principles and techniques particularly as these relate to the military personnel, veterans, and their families.

Knowledge of social casework principles and techniques.

Ability to creatively develop solutions and strategies to resolve system issues/barriers for veterans and their families.

Knowledge of the most urgent mental health issues faced by veterans and their families.

Knowledge of human development and behavior best practices.

Ability to effectively link with service providers across multiple disciplines to obtain the resources and services needed by veterans and their families.

Knowledge of federal and state local support services and laws governing consumer rights and confidentiality of records.

Skill and ability in relating, linking, and coordinating with other health/human and veteran services organizations and their families.

Ability to evaluate and interpret general mental health behavioral observations.

Ability to establish and maintain rapport with veterans and their families.

Ability to view and address the total spectrum of service needs.

Ability to work independently while maintaining effective working relationships with other employees and representatives of various public and private agencies.

Ability to communicate effectively, prepares related documentation, set priorities, and effectively manages time.

Ability to prepare and maintain narrative and statistical records and to prepare related reports.

X.  LICENSURE:  Valid Virginia Driver's License.

XI.  PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Attends weekly court status hearings, provides written reports, makes recommendations to the courts, and participates in case review meetings.

Conducts individual and group therapy sessions, provides supportive counseling to veterans and their families, intervenes, and refers to emergency crisis counseling as needed.

Coordinates outside referrals and services for Veterans to meet their clinical needs and makes referrals to appropriate service providers and helps coordinate service delivery.

Telephone and face to face interviews with veterans, their families, and/or care providers to assess needs and eligibility of services.

Responsible for reaching out to veterans in the community, to include correctional facilities, assessing their reintegration/readjustment and mental health needs and connecting these individuals with appropriate services.

Identifies available services for veterans, and their families to include services for medical treatment, mental illness, and peer support.

Advocates needs of veterans within and outside system, liaison between veterans, service providers.

Develops and trains veteran mentors, coordinates their involvement and linkages to participants involved in the program.

Assists veterans in referring and/or obtaining basic resources such as: shelter, food, medical services, and veteran’s disability benefits.

Markets the Hampton Drug Treatment Court Veteran’s Track to possible community referral organizations and attends military related community events and other interested community partners.

Links eligible veterans to VA Medical Centers to obtain benefits and treatment.

Provide limited psycho-education to veterans and their families about Post-Traumatic Stress Disorder and Traumatic Brain Injury assisting in decreasing the stigma of mental health and its treatment.

Maintain clinical documentation as required.

Maintains up to date knowledge of the program, services and benefits available to veterans and their families.

Maintain standards of professional ethics, confidentiality, consumer’s rights, and applicable regulations.

Other related work as required.

Transports clients as necessary.

XII.  PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.  Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine.  No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling will be involved.
