Description

CLASS SUMMARY:                                                                                                 

Performs clerical, technical and administrative duties in the agency's personnel office.  May answer phones, greets visitors, hands out, mails, and receives employment applications, enters confidential employee related data into automated and manual filing systems.  Coordinates agency employment advertising, screens applications, processes new hire paperwork, assists in administering employee benefits, performs routine employment reference checks, sets-up employment interviews, processes personnel action documents.  Work involves coordinating services and schedules between staff and HR management for processing of new hires, meetings, etc.  Assists employees with fringe benefit questions and concerns.  Fills in as Human Resources Technician when needed.  Conducts research when needed.  Works with Procurement/Credentialing Specialist regarding credentialing of employees and contractors.  Maintains all personnel changes/updates Human Resources Information System.  Responsible for generating various weekly, monthly and quarterly reports.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.  IMPACT: The public image of the office and the agency is affected by the manner in which the incumbent handles prospective employees and clients both in person and on the telephone.  The image of this office and agency is also impacted by the timeliness, quality of work, and productivity of the incumbent in this position.  Is member of a Support Team that supports a staff of 900+.  Errors in advertising, employment paperwork, and transactions into the agency’s information system may cause salary administration and payroll errors which may lead to confusion and ill-will with prospective employees and morale problems with new employees. The accuracy and completeness of employee files, including licensure requirements, are dependent on the work of this class.  Inappropriate distribution of confidential employee information could result in serious consequences to the agency.

II.  LATITUDE: Duties are performed under the regular supervision of the Human Resources Generalist.  Recurring and routine duties are performed independently.  Incumbent is guided by detailed Personnel Policies and Procedures and refers unusual or non-routine matters to the HR Generalist or HR Director.

III.  RESPONSIBILITY FOR THE WORK OF OTHERS:  None.

IV.  INTERPERSONAL CONTACTS: Telephone contact with employees, other like agency staff/management, employers, governmental agencies, newspaper personnel, etc. occurs.  Incumbent is regularly in public eye and interacts with a variety of individuals up to and including Directors.  Work involving scheduling interviews and processing employment records, conducting new hire and employee benefit orientation, and processing of personnel actions requires regular exchange of important employment information with agency managers frequently under tight deadlines.  Often has to apply tact and persuasion skills when dealing with customers and interagency management.

V.  DIFFICULTY: Duties require solicitation and clarification of necessary employment information from agency managers, former employers and other references and applicants.  An extremely high level of accuracy and attention to detail are required under deadline in the processing of records affecting payroll, employee files, and the human resources information system.  Same degree of detail and accuracy is critical in monitoring licensure requirements relating to the employment of new employees.  The incumbent must ensure requests for information from parties external to the agency have secured appropriate releases.  Requires ability to use customer service skills, effective communication and sound judgment while maintaining strict confidentiality.

VI.  COMMUNICATIONS: Work involves continuous communication with agency managers and Directors, fellow employees, newspaper staff, employers and the general public.

VII.  EQUIPMENT/FACILITIES RESPONSIBILITY: The incumbent operates telephones, computer, typewriter, photocopier, camera, and various other office equipment.

VIII.  WORKING CONDITIONS: Work is performed in a typical office environment involving highly confidential information.

IX.  KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Very good knowledge of business office procedures, practices, equipment and techniques.

Thorough knowledge of spelling, business English and arithmetic.

Good knowledge of agency and personnel office functions.

Skill in the use of word processing equipment.

Ability to establish and maintain confidential files, documents & reports.

Ability to establish effective working relationships with others.

Ability to deal effectively with other employees and the general public.

Ability to check financial and statistical data for accuracy.

Knowledge of employment and labor laws and standards.

Ability to accurately input employee personnel data into HRIS System.

Requires good time management and organizational skills.

X.   LICENSURE: None.

XI.  PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS:

Screens all employment applications and act as monitor for screening and interviews conducted by program personnel.

Makes offers of employment.

Assists Credentialing Specialist with credentialing application for new employees.

Conducts inprocessing/benefit orientation activities for all new hires.

Conducts employee interview brief as needed.

Prepare and submit Personnel Action Forms.

Maintains employee data in the Human Resource Information System.

Prepares office requisitions (purchases, bills, etc).

Maintains manual and automated files and accuracy in retention of records.

Schedule full time new hires in accordance with Human Resources Schedule.

Prepares all information for New Employee On-Boarding Sessions.

May complete employment verifications.

Conducts employee reference, Central child registry, criminal background and driving history record checks.

Answers phones, receives visitors, provide employment information to potential applicants.

Handles all aspects of application process to include monitoring questions for legal compliance, screening and verifying scores.

Draft and Types letters, memos, statistics, job descriptions and policies and procedures.

Performs general clerical duties such as copying, bulk mailing, filing and sorting documents, etc.

Operates camera and prepares employee photo IDs.

Provides employment and salary status information to authorized external parties (e.g. lending institutions).

Verifies and Processes all types of Personnel actions such as Career Progression, PT to FT appointments, etc.

Assists HR Manager and/or supervisor with pre-employment and random drug screening process (highly confidential).

Completes special projects/research as assigned by HR Generalist and HR Director.

Attends job fairs.

Does related work as required.

XII.  PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine.  No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
