Description

CLASS SUMMARY:

This class is responsible for the maintenance of accounting and financial transactions for CSB related entities to include: Hampton-Newport News Community Services Board Property Company Inc., Hampton-Newport News Community Services Board Health Plan Trust, Peninsula Community Homes Inc., Share-a-Homes Inc., and Hampton-Newport News Community Services Board Disabled Trust.  This class is additionally responsible for grant/manual billing and cross-trained in CSB accounts payable functions.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.  IMPACT:  Incumbent is responsible for numerous financial accounting transactions.  The incumbent's timely and accurate work is the principal source of information by which financial records, statements and reports are made available to agency management.  Errors in the processing and/or analysis of various financial transactions will result in serious mismanagement of program and department operations, and will have a negative impact on the agency's and affiliates’ credit standing, fiscal stability, prestige and future ability to obtain funding.

II.  LATITUDE:  Work is performed independently.  The Supervisor will review completed work.

III.  RESPONSIBILITY FOR THE WORK OF OTHERS:  None.

IV.  INTERPERSONAL CONTACTS:  Daily contacts with all levels of agency staff and contractor personnel are involved.  Incumbent has regular interactions with vendors, bank personnel, regulatory agency personnel and local public sector agency personnel.

V.  DIFFICULTY:  This class will be responsible for the processing of complex financial management transactions.  Accuracy and attention to detail are required in the preparation and maintenance of all financial management records.  Transaction analysis routinely requires sophisticated mathematical computations and complex logic problems preparatory to entering the transaction in the automated financial management system.

VI.  COMMUNICATIONS:  Work requires original drafting of correspondence.  Frequent face-to-face, telephone and e-mail communication with agency staff is required.

VII.  EQUIPMENT/FACILITIES RESPONSIBILITY:  Daily use of a computer and telephone is required.  Incumbent also uses a fax, modem, and other common office and computer related equipment.

VIII.  WORKING CONDITIONS:  Work is performed in a typical office environment.  Due to the extensive use of a computer, physical fatigue from repetitive data entry is common.

IX.  KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

Knowledge of agency financial and administrative policies and procedures.

Comprehensive knowledge of generally accepted bookkeeping/accounting principles and procedures.

Knowledge of agency services and the procedures and treatments involved.

Knowledge of grant accounting and reporting.

Thorough knowledge of laws, ordinances and regulations governing municipal financial matters.

Good knowledge of the behaviors related to the various disabilities of the clients served by the agency.

Thorough knowledge of the operations of computer assisted accounting record systems.

Outstanding skills in making complex arithmetical computations.

Ability to work effectively with agency employees and vendors.

X.  LICENSURE:  None.

XI.  PRINCIPAL DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

Prepares or checks the monthly bank reconciliations for the majority of the bank accounts held by the CSB and its components in a timely and accurate manner.

Prepares monthly financial statements in accordance with generally accepted accounting principles for: Peninsula Community Homes Inc., Hampton-Newport News Community Services Board Property Co. Inc., Hampton-Newport News Community Services Board Health Plan Trust, Hampton-Newport News Disabled Trust, and Share-a-Homes Inc. to be reviewed by Director prior to submission to Budget, Finance, and Audit Committee.

Prepares periodic payments for regional CSBs for Family, Individual, and Child Daycare.

Coordinates the invoices and claims submitted for agency property, vehicle, and workers comp insurance.

Cross trained in accounts payable to examine bills, vouchers, etc. for correctness, discuss and resolve problems with vendors and agency staff, prepares bills for payments, enters and proofs account information, prints and distributes checks, reconciles vendor accounts, files requisitions.

Prepares monthly manual billing and all necessary journal entries and prepares summary report for supervisor to check.

Maintains related manual records and files.

Processes and/or accounts for miscellaneous financial or fiscal related activities.

Does related work as required.

XII.  PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.  Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine.  No significant walking, moving, carrying, climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
