Description

CLASS SUMMARY:

This class has responsibility for coordinating child, adolescent, and adult psychological evaluations through direct service provision and supervision of others providing evaluation services.  Additional responsibilities include providing ongoing consultation and training throughout division and agency as needed.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.          IMPACT:   Diagnostic conclusions and treatment recommendations formulated by the incumbent directly affect clinical care and are used to inform treatment providers, social services personnel, and judicial authorities.  The incumbent provides meaningful and effective supervision and ongoing training to enhance the assessment efforts of assigned clinical staff.  The incumbent’s efforts to evaluate treatment outcomes will provide support for existing programs and assist in ongoing efforts to obtain grants and other funding sources.

II.        LATITUDE:   Day-to-day work is performed independently subject to consultation and review by the Manager, Assessment Services.  Work is guided by program philosophy, federal and state regulatory boards, agency policies, and the standards of the profession.

III.       RESPONSIBILITY FOR THE WORK OF OTHERS:  Incumbent  directly responsible for the supervision of psychometrists and for the psychological evaluations performed by Residents and Predoctoral Clinical Psychology Intern(s).  Incumbent will train and monitor clerical personnel responsible for database entry of outcomes assessment data.

IV.       INTERPERSONAL CONTACTS:   Work involves continuous contact with clients on an individual or group basis during evaluation or therapy. Incumbent provides consultation with divisional staff regarding treatment, assessment, and level of care issues.  The incumbent provides training with agency staff regarding use of outcomes assessment measures, and issues pertaining to evaluation, diagnosis, and treatment.  The incumbent interfaces with a variety of others, internal and external to the agency.  These include: physicians, social service personnel, therapists, psychiatrists, court and law enforcement officials, and school personnel.

V.        DIFFICULTY:  Work involves the personal application of complex and sophisticated diagnostic methods to individual clients experiencing a wide range of problems.  The incumbent interprets client relevant information and the results of complex psychological evaluation and infers diagnoses and develops treatment alternatives.  Work may be complicated by the stressful circumstances of hostile or irrational client behaviors and the threat of resulting consequences.  Preparation of client records, progress notes, and resulting legal testimonials and reports entails the precise use of the terminology of the profession.  Work requires the development and implementation of outcomes assessment protocol as well as the ability to apply statistical techniques to data analysis and interpretation.  Incumbent must be able to effectively supervise, motivate, and train staff.  Use of judgment and discretion is essential to appropriately relate to a variety of professionals clients, and families.  Emergency situations and ongoing deadlines involve timely and responsive decision making.

VI.       COMMUNICATIONS:   Incumbent must be able to communicate effectively, verbally and in writing, with other professionals, clients, family members, paraprofessionals, and staff of other service agencies.  Incumbent must prepare complex documentation, technical reports, correspondence, and treatment plans.  The incumbent prepares comprehensive psychological evaluations for use by other professionals, human service agencies, and the courts and reviews documentation prepared by assigned staff.   Public speaking for training of agency staff is also involved.

VII.     EQUIPMENT/ FACILITIES RESPONSIBILITY:   Incumbent operates personal car and is responsible for insuring that staff have necessary supplies and support services to effectively implement their duties.  Operates an IBM compatible personal computer.

VIII.    WORKING CONDITIONS:   Incumbent performs some work in an office environment.  Work also involves exposure to potentially unhealthy, unstable, hostile, aggressive, and/or verbally abusive clients presenting a risk of personal harm.

IX.       KNOWLEDGE, SKILLS, AND ABILITIES (KSA=S):

Thorough knowledge of the theories, principles, practices, techniques, resources, and technology of the psychological evaluation of the mentally impaired.

Thorough knowledge of the theories, principles, practices, and techniques of the diagnosis and treatment of the mentally and/or emotionally impaired populations serviced and the related individual, group, family and behavior therapeutic treatment.

Specialized knowledge of the evaluation and treatment of SED children, adolescents, and adults

Knowledge of the functions of public and private human service agencies and general client management guidelines for Virginia.

Knowledge of the Virginia court system, mental health and substance abuse confidentiality laws, and other forensic issues.

Knowledge of the development, implementation, and maintenance of database management systems.

Knowledge of statistical analysis and interpretation.

Ability to establish and maintain rapport with the client population.

Ability to establish and maintain good working relationships with staff and community.

Ability to communicate effectively and prepare complex technical documentation.

Ability to prepare and maintain client records and prepare related reports.

Ability to work effectively in stressful situations.

Ability to supervise, evaluate, and coordinate the work of a group of clinical staff.

X.        LICENSURE:   Virginia Licensed Clinical Psychologist.

XI.      PRINCIPLE DUTIES AND RESPONSIBILITIES OF CLASS (ILLUSTRATIVE ONLY):

A.   Psychological Evaluations

Perform psychological evaluations

Perform court-ordered evaluations and ensure their completion in a timely manner.

Provide oversight of psychological evaluations referred from within the CSB and outside referral sources and maintain communication with referral agents

Supervise psychometrics, Residents and Predoctoral Clinical Psychology Interns responsible for completing psychological evaluations.

Coordinate psychological evaluations with other evaluations.

Maintain and expand library of testing materials.

B.   Assessment and Research

Train staff in use of outcomes assessment instruments.

Provide oversight of data analysis and interpretation.

Support efforts to obtain grants and maintain existing grant-funded programs.

C.   Consultation, Training, and Community Involvement

Participate in case consultation with Case Management and Community Care Coordination staff.

Consult with staff throughout CSB regarding use of psychological evaluations and forensic assessment.

Train YFS staff on diagnostic and assessment issues.

Represent CSB at Hampton Utilization Review Team Meetings.

D.   Outpatient Psychotherapy

Maintain small caseload of therapy clients.

Co-facilitate therapy groups as needed.
