Description

CLASS SUMMARY:

This position provides milieu treatment, behavior management, supervision and case management services for emotionally disturbed children or children at risk of emotional disturbance. Develops and implements individual and group interventions for specific behavioral needs in a classroom setting.

DISTINGUISHING ELEMENTS OF THE CLASS:

I.          IMPACT:  The immediate health, welfare, and treatment progress of the child client is directly affected by the counseling and treatment activities of the incumbent. Crisis situations resolved or managed by the incumbent have potential consequences of personal harm to clients and other staff. Incumbent's work also has an impact on the agency's risk of legal liability.

II.        LATITUDE: Regular assignments are performed with consultation and frequent follow-up from the Supervisor. Work is guided by comprehensive service plans, detailed program policies, guidelines and instructions. However, the incumbent must exercise independent judgment in the daily therapeutic process and in managing crisis situations.

III.       RESPONSIBILITY FOR THE WORK OF OTHERS:  Incumbent collaborates with educational staff in the management of classroom activity.

IV.       INTERPERSONAL CONTACTS:  Continuous contact with clients and other staff in planning and providing client services. Regular contact with family members and members of other service agencies providing additional services to clients, such as case managers, social workers, psychiatrists, therapists,  juvenile court officials and police, school staff, and foster families.

V.        DIFFICULTY:  Development of specific treatment interventions and implementation of individual service plans involves the original application of the principles and standards of the profession. Appropriately relating to a variety of client personality types requires the use of judgment and discretion. Emergency situations resulting from client medical or behavior problems involve timely and responsible decision-making. Incumbent must deal with a variety of other human service officials complicating service plan delivery. Working with children and adolescents with extreme behavior problems (including the use of physical restraint) is often a difficult physical and emotional task.

VI.       COMMUNICATIONS:  Counseling duties require careful and client sensitive communications, such as reports, service plans, business communication, client progress notes, intake studies, etc.

VII.     EQUIPMENT/FACILITIES RESPONSIBILITY:  Responsible for maintaining and securing educational facility and associated furnishings and supplies.

VIII.    WORKING CONDITIONS:  Work is performed in an educational setting, either public or private. Case management requires that a portion of the work be conducted in the community. Work involves an element of potential personal endangerment by clients in the school or community.

IX.       KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge and ability to develop and implement behavior management programs and individual behavior management treatment plans.

Good knowledge of child and adolescent developmental theory.

Good knowledge of the symptomatic behaviors and other manifestations of the various emotional disorders presented by the client population.

Good knowledge of the common treatment practices relevant to the client population.

Thorough knowledge and understanding of DMAS Therapeutic Day Treatment guidelines.

Knowledge and skills in art, music, play and/or recreation therapy.

Demonstrated skill in designing and implementing therapeutic groups.

Demonstrated skill in developing and using treatment strategies for specific problematic behaviors for individual clients.

Demonstrated skill in working with youth with behavioral and emotional disorders.

Demonstrated skill in resolving conflicts and managing anger.

Excellent oral and written communication skills.

Fundamental documentation skills.

Ability to establish and maintain effective relationships with clients, staff and community.

Ability to work as part of a team.

Ability to manage a variety of tasks and complete assignments promptly, even in times of crises.

X.        LICENSURE:  Valid VA Driver's License. Certification in CPR and First Aid required within 30 days of employment.

XI.     PRINCIPAL DUTIES AND RESPONSIBILITIES OF THE CLASS (ILLUSTRATIVE ONLY):

Plans and leads therapeutic groups for clients and/or their families.

Creates and implements individual treatment interventions for specific maladaptive behaviors.

Provides individual counseling and support in a classroom setting.

Assists in preparing treatment plans and provides input into overall educational program.

Implements individual service plans, provides guidance and redirection, and leads activities to assist in the achievement of ISP goals and objectives.

Interfaces with other human service officials engaged in providing services to clients (i.e., case managers, therapists, teachers, juvenile officials, doctors, etc.).

Participates in securing and maintaining orderliness of the facility.

Accurately documents and maintains records and reports on clients.

Teaches life skills to clients.

Does related work as required.

XII.    PHYSICAL REQUIREMENTS:  Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine. General recreational activities; exercise; physical restraint; physically fit for outside activities. Able to bend, kneel, stoop, hold, and balance to physically restrain clients during aggressive outbursts.
