Human Resources Director 

Description SUMMARY
Ensures the effective utilization of Muscogee Creek Nation Casino's human resources division and serves as strategic partner with operations personnel in achievement of Casino's goals & objectives. Advises and consults with the Casino's other Directors or Managers across all properties to ensure understanding & application of sound HR policies and practices. Accountable to meet all applicable legal and regulatory requirements related to HR practices and the Muscogee Creek Nation.

ESSENTIAL DUTIES AND RESPONSIBILITES
1. Provides functional and direct supervision of all HR staff in Compensation & Benefits Administration, Employee Training & Development, Risk Management, Employee Recruitment & Orientation, and HR Generalist or Specialist functions, including compliance with Risk, Safety, HIPAA, FLSA, DOL, FMLA and related matters.
2. Provides direction and assistance on MCNC policy & practice administration regarding employee relations matters including creation of a positive culture among employees, investigation and resolution of employee issues, and related coaching and mentoring of employees and management personnel on HR matters.
3. Ensures a robust and attractive recruitment program/process to attract and retain key talent in all MCNC operations; communicates HR expectations that are in alignment to foster creativity, innovation and commitment to MCNC's values.
4. Provides oversight, vision and direction concerning employee development activities such as, workforce needs assessment and related planning; identification of individual employee strengths and development needs; identification of proper training/development resources for staff. Provides organizational annual reports.
5. Determines effectiveness of third party providers to ensure employee benefit plans (group health, 401(k), life insurance, wellness strategy etc.) are provided in a compliant and cost effective manner and in compliance with government requirements or restrictions.
6. Provides oversight for the employee compensation and classification system to effectively recruit, retain and reward employees in accordance with individual and group performance. Ensures that compensation practices are aligned with organizational strategy and competitive with market.
7. Institutes an effective employee performance appraisal program with requisite training and record keeping. Provides advice and support to Casino leadership in the use of performance management tools, corrective action plans and disciplinary actions. Develops and enhances existing performance management tools and expectations to provide documented improvement in organizational and individual performance.
8. Ensures that MCNC complies with applicable governmental and Gaming Board regulations. Responds to complaints filed with state and federal agencies or with the Gaming Board, utilizing assistance from outside counsel as needed; conducts or manages the oversight of internal inve  
Position Requirements EDUCATION
BA or BS degree in HR, or related field; Master's Degree preferred; and/or combination of education and experience.

EXPERIENCE
Minimum 8 to 10 years of increasingly responsible full time HR experience including 5+ years of highly successful experience at a HR Management level; Class II or III casino experience preferred.

LICENSES/CERTIFICATIONS
Muscogee (Creek) Nation Gaming License is required. Key positions require knowledge and application of Title 31 reporting requirements. Certification as Professional in Human Resources (PHR) or Sr. Professional in HR (SPHR) strongly preferred. Must have the ability to pass comprehensive background check, drug test, and obtain gaming license as required.
 
Gaming License Obtain/maintain Muscogee (Creek) Nation Gaming License.
