Description

The Hampton-Newport News Community Services Board (H-NNCSB) is the premier provider of comprehensive mental health, developmental, and substance abuse services for the cities of Hampton, Newport News, and surrounding areas and is recognized throughout Virginia for its commitment to service and leadership excellence.  Hampton-Newport News Community Services Board (H-NNCSB) is seeking a highly-qualified professional to serve as its next Executive Director.  The area is home to several colleges and major universities and is geographically located less than one hour from the Virginia Beach ocean front.

 

H-NNCSB has an operating budget of $70M and employs 920+ staff.  The Executive Director is directly accountable and responsible to H-NNCSB’s Board of Directors and provides overall leadership and professional direction to its mental health, developmental, and substance abuse services and administrative operations.

 

Class Summary:

The Executive Director is directly accountable and responsible to the Board of Directors for the overall success of the Community Services Board operation to include budgeting, strategic planning, program evaluation, contracting, financial management, (payroll, accounts payable, receivable, facility management, and reimbursement) human resource management, employee benefits, risk management, management information systems, training, EEO management, licensure, accreditation and all clinical services. The Executive Director is responsible for the overall health and safety of all staff and individuals served.  The incumbent is employed under an annually renewable contract with a fifteen-member Board of Directors and is evaluated annually by the Board.  The Executive Director represents the Community Services Board to regulatory bodies, other agencies, community and civic organizations, and the general public.

Major Essential Functions:  The incumbent will fulfill the following responsibilities.

I.  Organizational Operations

The Executive Director directs, supervises, schedules, and coordinates activities of the staff necessary to accomplish the following goals:

Serve as the CSB’s liaison with all private and public human services agencies within the Cities of Hampton and Newport News, Courts, and School Divisions.

Represent the CSB on all Community Policy and Management Teams, Criminal Justice Board and other Boards and Committees appointed by representatives of the two City Councils.

Serve as the CSB’s official representative to the two City Managers’ offices

Serve as the CSB’s official manager of CSB legal services.

Responsible for all aspects of managing the approximately 920+ (full- and part-time) CSB workforce, located in over 30 locations throughout the Peninsula with an annual budget of approximately $70 million (including $16 million in regional funds).

Ensure that the organization complies with all applicable local, State and Federal laws and regulations pertaining to program and staff licensing, auditing personnel and medication management.

Responsible for the CSB’s not for profit companies (the CSB Property Company, Inc., and the Peninsula Community Homes, Inc.) and the CSB’s organized Trusts (one for disabled individuals and the other for the health care program).

Responsible for negotiating and completing the CSB’s contractual obligations with HMOs, the Department of Behavioral Health and Developmental Services, and the Department of Medical Assistance Services (State Medicaid authority).

Provide reports to the Board regarding program performance and outcomes, and monitor ongoing programs for proper administration and effective use of resources.

Conduct the CSB Management Team meetings.

Supervise the CSB Department Directors (Administrative Services, Assessment and Intervention, Youth and Family, Community Support), and Administrative Assistant.

Provide guidance, direction, and leadership to the various CSB Division Directors.

Prepare numerous written and oral presentations to include speeches for Members of the Board.

Obligate the resources of the CSB through issuing contracts, agreements, etc.

Monitor program operations through site visits and conducting staff and department head meetings.

Attend meetings of various City(s) Boards and Committees (CPMTs, NNAY, and Healthy Families).

Attend numerous meetings of Regional and State CSB and Facility and Central Office Directors.

Make decisions regarding personnel policies, financial obligations, contractual obligations, employee grievances, legal matters, and so forth.

Manage the Strategic Planning and Marketing efforts of the CSB.

Provide guidance to the Local Human Rights Committee (LHRC).

II.  Assessment and Evaluation of Services

Conduct, review, and periodically update assessments regarding the mental health, developmental, and substance abuse services needs existing in the CSB’s catchment area.

Maintain familiarity with existing and proposed public and private community mental health, developmental, and substance abuse services and facilities.

Assess the effectiveness and appropriateness of the CSB-operated and contractual services on a regular basis.

Conduct studies related to mental health, developmental, and substance abuse concerns in the CSB’s catchment area as needed.

Implement a continuous quality improvement process throughout H-NNCSB to promote delivery of high quality services and to manage risks.

III.  Implementation of Policy

Ensure the implementation of federal, state, local, and CSB policies as they relate to mental health, developmental, and substance abuse programs.

Develop and maintain a long-range plan for the provision of comprehensive, community-based mental health, developmental, and substance abuse services, to assure continuity of care and services and to avoid unnecessary duplication; this plan should, insofar as possible, be compatible with related plans.

Direct the development of new services in response to identified needs and in accordance with policies established by the Board, and determine preferable alternate methods of providing services, which are currently available in the community, where this is indicated.

IV.  Administration of Programs

Is accountable to the Board for providing fiscal, budgetary, and programmatic oversight through a system of reports regularly submitted by CSB-operated and contractual programs.

Direct the overall development and administration of the budgets for CSB-operated programs.

Provides clinical and programmatic oversight for mental health, developmental, and substance abuse services.

Act as fiscal agent for $16 million of regional funding and regional contracting, procurement, risk management and all duties for HPR-V.

Manage $22 million in assets, which includes bond financing and swap derivatives.

Provide administrative support and consultation to the CSB’s programs through utilization of CSB and Central Office staff and other available resources.

Coordinate the preparation of grant applications for submission to government and private agencies / organizations; provide technical assistance as necessary.

Manage and oversee the human rights system and requirements for the CSB.

Develop and administer time-limited, renewable contracts for the provision of specified services to identified groups of individuals and for the operation of facilities related to those services, as approved by the Board.

Facilitate and coordinate the provision of staff development services.

Serves as the chief Administrative officer of the CSB.

The Executive Director is also responsible for providing support services to the Board, to include the following activities:

Maintain primary responsibility for the coordination of Board of Director activities including policy and procedure development and maintenance and compliance, which include Board Meetings, Committee Meetings, Annual Retreats, and completing all board reports.

Conduct meetings of the CSB Board of Directors and provide recommendations, guidance, advice on Board policies and procedures.

Serve as the Board's immediate staff, assisting the Chair of the Board and Committee Chairs in planning, conducting, and reporting meetings.

Directly supervise the Board's administrative/management staff.

Plan and coordinate Board training and development activities.

Communicate to the Board the information and recommendations required for effective operation and for making informed decisions.

Develop and maintain effective communication and working relationships between the Board and appropriate local, state, and federal agencies, to include but not limited to the City Councils of Hampton and Newport News, existing and potential agencies/organizations, and groups with an interest in mental health, developmental, and substance abuse services.

Provide an effective public information and education program concerning the Board and its programs.

Participate in community, regional, state, and national associations and professional activities related to planning, development, and delivery of mental health, developmental, and substance abuse services.

Undertake other activities and perform other duties as needed.

V.  Required Knowledge, Skills, and Abilities

The incumbent will possess the following demonstrated knowledge, skills, and abilities to fulfill the executive director’s responsibilities.

Considerable knowledge of mental health, developmental, and substance abuse disorders is required; considerable knowledge of these programs and services is preferred.

Considerable knowledge of the principles and practices of human services administration, business administration, or government program administration, human resources management, information technology including analytics and electronic health record security, and financial management, including budgeting, resource allocation, monitoring, and auditing is required.

Some knowledge of healthcare administration is required; considerable knowledge of healthcare financing, contracting and administration is preferred.

Some knowledge of planning, evaluation, and quality improvement methodologies and human rights requirements and issues is required; considerable knowledge of these topics is preferred.

Some knowledge of the concepts of recovery, self-determination, or person-centered planning as they relate to mental health, developmental, or substance abuse services and the provision of services to individuals with co-occurring disorders is preferred.

Ability to interpret, communicate, and administer federal and state laws, regulations, and policies that apply to the services provided by the organization is required.

Knowledge of Virginia IDD Waiver, services for individuals with SMI, child and adolescent SED, SUD, and Prevention services.

Knowledge of rules and regulations regarding intermediate care facilities.

Knowledge of and management experience of a large psychiatric practice to include outpatient, inpatient, and crisis services.

Ability to provide effective leadership, inspiring others by example to achieve the mission and vision of the organization, supervise and elicit superior performance from senior managers and administrators, and maintain high levels of employee engagement within the agency is required.

Skill in formulating policies, developing and administering budgets, negotiating and administering contracts, formulating program plans with goals and objectives, preparing and presenting reports and budget requests, and conducting effective community and public relations is required.

Ability to plan and implement services and related procedures and evaluate their effectiveness is required; ability to provide clinical or programmatic oversight of mental health, developmental, or substance abuse services is preferred.

Knowledge of Virginia State Statues regarding roles and responsibilities of DBHDS and CSBs, Behavioral Health, IDD, SUD, and Emergency Services.

Ability to interpret, communicate, and administer federal and state laws, regulations, and policies that apply to the services provided by the organization is required.

Ability to effectively work with other healthcare providers and leaders within the local healthcare system is required; ability to integrate CSB services and partner with other healthcare providers to plan and deliver desired treatment outcomes and results for agency clientele are preferred.

Ability to communicate persuasively and concisely, orally, in writing, and electronically, with a broad range of individuals, groups, and organizations and to develop and maintain collaborative and supportive relationships with federal, state, and local government officials, individuals receiving services and family members, and advocacy groups is required.

Ability to engage in logical, analytical, and rational thinking, use automated data and information to make decisions, and work independently; set and achieve realistic goals, solve problems creatively, and mediate disputes effectively; and respond to changing circumstances, manage organizational and financial risk, and adapt during periods of transition and uncertainty is required.

Familiarity with Tele-psychiatry.

Familiarity with forensic and correctional-based behavioral health service delivery systems.

Knowledge of Virginia DBHDS Licensure requirements, Virginia Medicaid and Magellan rules and regulations.

Knowledge of Federal Block grant funding.

Ability to routinely work with Federal, State and Local elected officials.

Knowledge and understanding of Information Technology requirements for a large behavioral health care organization to include analytics, EHR, security, and compliance and communications.

Knowledge of Trust structures (Trust for Disabled Persons).

Knowledge of Certified Property Management, HUD, and CHODO.

Familiarity with Tax Credit financing and NAP credits.

VI.  Physical Requirements

Must have the ability to effectively communicate and interact with other employees, the public, and media both in writing and through the use of the telephone and personal contact.  Capability to effectively use and operate various office related equipment.
