PURPOSE OF DIVISION The Office of Public Policy and Legislative Affairs (PPLA) works to develop and strengthen strategic partnerships and relationships with identified external organizations and audiences.
POSITION SUMMARY Reporting to the Senior Vice President, the (Senior) Director will operate with a high level of independence for a wide range of issues related to Congressional and legislative affairs. The position would also provide support to public policy activities
ESSENTIAL DUTIES INCLUDE Proactively working (on a coordinated basis with the Senior Vice President PPLA) with key Congressional Committees and offices (with a focus on the Appropriations and Authorizing Committees for the Corporation) and OMB, to build knowledge and support for the Corporation’s annual appropriation through formal and informal meetings with Members of Congress, congressional staff in Washington DC and other locations as needed; Identifying and bringing to the attention of the Senior Vice President, Public Policy and Legislative Affairs, emerging policy-related trends, issues or proposals that could impact the work of NeighborWorks® America or the NeighborWorks® network by attending relevant congressional hearings, attending other meetings as assigned, and participating or monitoring discussions in regard to legislative proposals or policy issues; Developing reports, spreadsheets, and programmatic updates using NeighborWorks corporate databases, to support meetings by PPLA staff and others within the corporation and the NeighborWorks Network, with Congressional staff, OMB staff, and others to maintain and build support for the corporation’s annual appropriation and raise the visibility and creditability of the NeighborWorks systems through formal and informal meetings; Working with the Senior Vice President and others in the NeighborWorks organization to raise the visibility and credibility of the NeighborWorks Network in Congress and elsewhere by creating and disseminating information regarding the ongoing efforts of the corporation through the use of one-pagers, impact reports, policy summaries, blogs, web site posting and other means that advance the work of the corporation and/or the NeighborWorks Network; Assists and trains appropriate NeighborWorks America staff on the best means for communicating and working effectively with public officials and agency staff at the federal, state and local levels. Develops as needed policy proposals and recommended legislative and/or regulatory changes aimed at increasing the effectiveness and efficiency of NeighborWorks® and network organizations; Staying current on significant existing and emerging proposals from Congress, the Administration and federal departments, regulatory agencies, GSEs, relevant trade associations and research institutions in the housing and community development field and communicating relevant issues to NeighborWorks staff and NeighborWorks network organizations; Drafting of Congressional testimony and presentations for the CEO and COO in conjunction with the Senior Vice President of Public Policy and Legislative Affairs and the Director of Policy, PPLA; Preparing timely responses (emails, letters, etc…) to requests for information, communications or inquiries from Members of Congress, and their staffs, and from other federal agencies on the work of NeighborWorks America, the NeighborWorks Network or specific organizations; Other job related duties as assigned. Nature of Work Contacts: Senior managers and officers of NeighborWorks® America, Executive Directors and staff of NeighborWorks® organizations, Members of Congress and other elected officials, congressional staffers, senior representative of the Office of Management and Budget and other representatives of the Executive Branch.
