Description

SERVICE AREA:    BEHAVIORAL HEALTH SERVICES

JOB TITLE:            Service Area Director

REPORTS TO:       Associate Executive Director of Operations

JOB SUMMARY:   Responsible for the strategic direction, overall management and coordination of designated programs offered through the Behavioral Health Service Area of Catholic Charities. Participates in program specific strategic planning, marketing and funding activities to ensure the appropriate development and utilization of services. Assumes operational responsibility for designated programs within a Service Area. Assures a positive working relationship among programs and facilitates a productive working relationship between the program teams and the communities served.

  • MAIN DUTIES AND RESPONSIBLITIES

    • Program Administration

      • Establishes administrative structure for the programs, including coordinated policies and procedures.

      • Directs, monitors, and evaluates services to achieve high quality outcomes.

      • Implements standardized quality improvement program in accordance with the agency-wide quality improvement goals.

      • Implements an integrated program evaluation system to monitor utilization and outcomes.

      • Participates in the agency’s total Quality Management Program, adhering to its tenets and objects.

      • Assures program compliance with State, Federal and accreditation criteria.

      • Chairs appropriate program committees and meetings.

      • Participates in designated agency-wide committees and meetings.

      • Reports regularly to the Associate Executive Director of Operations regarding programs and activities.

      • Supervises maintenance and equipment within the Service Area.

    • Fiscal Management

      • Prepares program budgets for the Service Area.

      • Manages Service Area expense within budgeted guidelines.

      • Provides financial analysis, including variance reports to the Associate Executive Director of Operations.

      • Purchases supplies and capital equipment within budgetary guidelines.

      • Plans and coordinates fundraising efforts for the Service Area.

    • Personnel Management

      • Responsible for the recruitment and retention of competent clinical and support staff.

      • Evaluates, promotes and disciplines staff within approved agency guidelines.

      • Develops and monitors staffing patterns and productivity indices to ensure standards of efficiency.

      • Supervises the activities of Program Directors and staff, and delegates appropriate assignments.

      • Assesses and directs staff development.

      • Develops and manages volunteer, intern and peer programs within service area.

    • Marketing and Public Relations

      • Participates in the development of a strategic marketing plan.

      • Plans and implements new programs as indicated by market survey data in concert with the overall strategic plan.

      • Participates in marketing and public relations activities. Represents programs at external professional and community meetings.

      • Serve as a resource for community speaking engagements.

    • Program Admissions Process

      • Oversees program admissions process to assure effective coordination among services.

      • Works in collaboration with Program Directors, Supervisors and Access Help and Information Center to facilitate effective/timely admissions process.

  • JOB RELATIONSHIP

    • The Service Area Director reports to the Associate Executive Director of Operations.

    • Supervises Program Directors, Associate Directors, staff and per diem staff.

    • Works in close collaboration with other Service Area Directors to assure quality programming and services.

 

OTHER RELATION INFORMATION

Contacts with others:

Frequent interaction with peers, Leadership Team, board committees, and community leaders to facilitate operations and program development.

Major Problem Solving and Administrative Challenges of the Job:

The responsibility of managing diverse services within a service area.

 

Freedom to Make Decisions:

All operational decisions are made in collaboration with the Associate Executive Director of Operations.

 

Consequences:

Poor decision making could result in loss of competitive posture and market share.

Position Requirements
  1. Master's Degree in Social Work or related field.  MBA or MPA desirable.
  2. Appropriate licensure strongly preferred  (LCSW or LPC or a Licensed Psychologist or LSW).  Strong leadership and clinical experience in Behavioral Health setting  in lieu of the license could be considerable.
  3. Experience with managed care networks.
  4. Minimum of five years supervisory experience required with at least three years senior management experience.
  5. Knowledge and experience in full complement of evidence-based and best clinical and administrative practice in a recovery-oriented service delivery system for adults with serious mental illness and co-occurring substance use disorders.
