Description

The National Foreclosure Mitigation Counseling (NFMC) Program is a multi-million dollar program which provides training opportunities and makes grants to state Housing Finance Agencies, national and regional HUD-Approved Housing Counseling Intermediaries, and local nonprofit organizations that are chartered members of the NeighborWorks network. These grants and training opportunities support an expansion of foreclosure counseling services across the country. In response to the nationwide mortgage foreclosure crisis, in 2007 Congress approved and President George W. Bush signed legislation authorizing $180 million for the creation of a NFMC Program. Since the initial appropriation, NeighborWorks America has received nine additional NFMC appropriations and has awarded over $730 million dollars in federal funds for this program. The NFMC Program is designed to support the provision of foreclosure intervention counseling services on a short-term basis to eligible counseling agencies. Funds are awarded to Grantees with demonstrated experience in foreclosure intervention and loss mitigation counseling. Grantees will use the funds to provide mortgage foreclosure counseling assistance primarily in defined areas of greatest need.

POSITION SUMMARY
The Specialist is a highly-responsible position that will support various functions in the development and execution of administering the NFMC Grant Program. The Specialist position will be responsible for assisting with the administration of large scale grant competition process, providing analysis and programmatic support to the National Foreclosure Mitigation Counseling program, with emphasis on data analysis and reporting, the provision of customer service and technical assistance to grantees, and quality control and compliance of the NFMC program.

ESSENTIAL RESPONSIBILITIES INCLUDE
Grants Administration: Assisting in the design, development, and implementation of future grant rounds; assuring that all start-up documentation for current NFMC grant rounds has been collected and submitted correctly, and forwarding grant agreements for ratification; independently researching, coordinating, and responding to requests for information regarding foreclosure trends and NFMC Program data; and providing technical assistance to grantees throughout grant program duration.
Data Analysis and Reporting: Updating and consolidating subgrantee lists in the NFMC Data Collection System and Access database; providing periodic reports to other divisions regarding Grantees’ progress against their goals and program compliance; completing ad hoc requests for data analysis; maintaining accurate grantee and subgrantee contact information; updating the NFMC Data Collection System as necessary (contact list, login resets, user accounts, adding subgrantees/branches, etc.); troubleshooting, running reports, running exports and following up using the NFMC data Collection System.
Quality Control and Compliance: Assisting with the creation of a system to conduct standard and random remote reviews of Grantees’ client files to ensure compliance with program guidelines; communicating findings with grantees and providing technical assistance to grantees to help them take allowable corrective action; and compiling and analyzing responses to client confirmation surveys; following-up where needed.

 
Position Requirements

(a) Education: A Bachelor’s degree is required.
(b) Experience: Minimum 3 years of experience in progressively responsible administrative work, or any equivalent combination of education, training and experience.
(c) Licenses, Certifications: None specified.
(d) Competencies, Knowledge, Skills & Abilities: Detail-oriented and ability to work with minimal supervision. Ability to prioritize and coordinate multiple work activities in a fast-paced team environment and meet critical deadlines. Ability to design and maintain effective record keeping systems. Ability to support the production and distribution of complex grant and financial monitoring reports (editing, formatting, insertion of charts and tables). Ability to communicate effectively, orally and in writing. Strong interpersonal/customer service skills for communication with internal staff and grant recipients.
(e) Technology: Proficiency in MS Office Suite software, with strong Microsoft Excel skills. Ability to extract data and run reports from databases.

PREFERRED QUALIFICATIONS:
Administrative experience in a grant-giving environment.

Salary Range 118 Offer Range: $55K-$61K
