NeighborWorks America delivers services, grants, and technical assistance to local NeighborWorks organizations through district or regional offices around the country. Rural Initiative, within the Field Operations Division, serves to strengthen and support a national network of over 248 community-based organizations who meet or exceed the standards of the NeighborWorks charter.

POSITION SUMMARY
Reporting to the Director of Rural Programs, the Specialist, Rural Initiatives works as part of a team to enhance, demonstrate and communicate the positive impact of the NeighborWorks Rural Initiative, strengthening rural communities and improving rural lives. The Specialist is responsible for development, implementation and analysis of key program, communications, resource allocation and service delivery strategies with particular attention to the 106+ organizations that comprise the Rural Initiative membership. The Specialist’s time is expected to be split with 60% program and 40% administrative support for the Rural Team.

ESSENTIAL RESPONSIBILITIES INCLUDE
In alignment with the Field, National Initiatives and Training staff, working with cohorts of Network organizations in program focus areas; integrating rural VISTA volunteers into program areas that correspond with their respective annual work plans; communicating best practices and program opportunities with program members through social media, website and email platforms; maintaining and updating corporate internal and external rural websites; coordinates with Public Policy and Legislative Affairs (PPLA) around the impact of real or projected changes to rural housing and community development policy; representing the Rural Initiative in the Public Affairs and Communications specialty team with colleagues from the Field and Public Relations Divisions; in alignment with the corporate communications priorities, helping to position NeighborWorks America as a thought leader within the rural community and economic development field; in partnership with Corporate Planning, Performance & Strategy (CPPS), analyzing quantitative data from quarterly, annual and grant reports; utilizing the periodic reports and analysis to undergird communications within the Initiative, across Field and the Corporation, with funders and prospective funders; contributing to the design and content of national and regional events; assisting in the development and implementation of the annual Rural Initiatives budget; monitoring budget to actual expenditures across the fiscal year; tracking all rural grants and coordinating approvals; providing support and guidance to Rural VISTAs, interns and related positions; ensuring timely reporting to the Corporation for National and Community Services and related entities; and tracking and maintaining the Rural database of initiative members, their service areas, production across major lines of business.

 
Position Requirements

(a) Education: A bachelor’s degree in business, public administration, urban or regional planning, or related field.
(b) Experience: At least three (3) years' professional work experience in community development, public policy, urban planning or related area with progressively increased level of responsibility. Some experience working with and displaying program performance impact data. In lieu of three (3) years' experience, will consider applicants with an advanced degree and 1 year of relevant experience.
(c) Licenses, Certifications: None.
(d) Competencies, Knowledge, Skills & Abilities: knowledgeable about the role of community-based non-profits in community development. Must have advanced understanding of grants and budgeting processes and their implementation. Ability to manage complex processes with multiple stakeholders and bring them to successful, on-time completion. Able to create online communication strategies for non-profits using diverse technologies (e.g. websites, discussion groups, social networking sites etc.). Highly developed writing skills with a proven ability to distill information and produce engaging and accessing material within a short time frame. Creativity, ability to work well in teams (including virtual teams). Customer service oriented with demonstrated ability to manage competing deadlines and priorities. Reliability and experience working independently while remaining highly responsive and communicative.
(e) Technology: Some familiarity with Web Standards and guidelines as well as with web related tools such as the Google Search Appliance, Web Trends (preferred) or other web analytics software.

PREFERRED QUALIFICATIONS
Master’s degree is preferred. Experience working within a national organization or network. Some experience with rural markets is also preferred but not required. Some familiarity with Adobe illustrator or compatible graphic illustration software preferred.
