OVERVIEW:   This work involves providing leadership for the Tribal Emergency Management Program. The Emergency Management Coordinator oversees a comprehensive and integrated emergency management program.  This position coordinates tribal and community resources to protect lives and preserve property/environment through mitigation, preparedness, response and recovery from all natural and man-made hazards that may impact our community.  The Emergency Management Coordinator will design and administer emergency or disaster preparedness training courses that teach the community how to effectively respond to major emergencies and disasters.

ESSENTIAL FUNCTIONS OF JOB:

  • Responsible for preserving life and property under emergency or disaster situations utilizing NIMS and ICS
  • Functions as the LEHD Safety Officer.
  • Develops and maintains liaisons with municipalities, county departments, and similar entities to facilitate, plan development, and response effort coordination.
  • Ensures the LEKT Emergency Operations Centers are maintained in a state of readiness and equipped with necessary equipment.
  • Provides emergency management training to staff and volunteers on operational procedures.
  • Maintains and updates Comprehensive Emergency Management Plan, and other emergency management plans and procedures.
  • Coordinates and cooperates with other Tribal departments to facilitate Emergency Management operations.
  • Develops, executes, and evaluates preparedness exercises for staff and volunteers following HSEEP guidelines.
  • Develops, administers and submits routine and annual reports, and expenditures related to grant assistance as required by local, state and federal agencies.
  • Tracks expenditures, receipts, and funds used for Emergency Management Department.
  • Schedules, plans and coordinates volunteer group meetings and trainings, take minutes, and follow up as needed.
  • Researches and analyzes community needs to determine program directions and goals.
  • Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management personnel.
  • Updates and tests Mass Notification systems as needed.
  • Updates inventory of emergency supplies and equipment, condition of these items, and other services that could be used during an emergency.
  • Investigates grants and other funding opportunities for CERT, MRC, amateur radio and the Emergency Management Department.
  • Maintains staff training records pertaining to emergency management.
  • Other duties as determined by Health Services Director.
 
Position Requirements

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree

  • Two (2) years of disaster and emergency planning experience, or any equivalent combination of training and experience

  • Valid Washington State driver’s license
  • Ability to pass a criminal background check 

DESIRED QUALIFICATIONS:

  • Completion of ICS Trainings 100, 200, 300, and 400 levels

KNOWLEDGE, SKILLS, ABILITIES REQUIRED BY POSITION:

  • Knowledge and understanding of emergency preparedness, mitigation, response, and recovery principles and emergency planning techniques
  • Knowledge of personal computers and effective procedures for their use
  • Knowledge of media relations including social media
  • Excellent communication and effective listening skills
  • Ability to interact with others in a culturally competent manner
  • Ability to express ideas effectively, both orally and in writing
  • Ability to serve the public and fellow employees with honesty and integrity
  • Ability to manage time effectively
  • Ability to foster an inclusive workplace where diversity and individual differences are valued

PHYSICAL REQUIREMENTS:

  • Ability to lift 50 pounds repeatedly
  • Ability to ambulate in rough terrain independently as needed

OTHER CONSIDERATIONS:

  • Ham Radio certification
  • CERT instructor qualified
