OVERVIEW:    The Lower Elwha Klallam Tribe seeks to hire a Utility Manager to manage its Drinking water (2) and wastewater collection and conveyance systems on the Lower Elwha Klallam Reservation. This is a full time position involving the supervision of utility operator(s), and management and oversight of all water and wastewater infrastructure associated with these systems. This position may be expanded to include other elements of a community Public Works program.

ESSENTIAL FUNCTIONS OF JOB:

  1. Management. Responsible for overseeing the operation and management of the LEKT Community Drinking Water Systems and AirVac Wastewater Collection and Conveyance System. Maintains and actively manages data related to water and wastewater use as well as equipment.
  2. Operation and maintenance of mechanical and electrical equipment, calibration of meters, and charts.  Inspects and maintains wastewater collection equipment, including sewage pumps, vacuum pumps, and valve pits. Adjusts process control sequences on computer controlled programs.
  3. Maintenance & Repair. Ensures that Water and Wastewater infrastructure, equipment, and vehicles are well maintained and in compliance with current or relevant regulatory requirements. Coordinates replacement, rebuilding, and repairs to system components as needed and consistent with manufacturer service manuals (e.g. sewer/ vacuum pump oil changes). Coordinates remedial action as necessary in the event of malfunction or failure of any collection or treatment system equipment. Ensure that Community Wastewater Station and Drinking Water Pump houses/ lift station are well-maintained, clean, and organized.
  4. Emergency response. Responds to Callout Service, including 24/7 service to address customer complaints and system alarms, in a timely manner. System alarms, water line breaks, and other threats to infrastructure often require response to the job site within 30 minutes
  5. Data Management. Records and maintains daily operational information regarding electrical consumption, equipment run time, meter readings, etc.
  6. Coordination with the Accounting Department for utility billing and with EPA for regulatory compliance. 
  7. Public safety. Ensure a safe, reliable source of drinking water for the tribal community and a safe work environment for utility staff.

DAILY DUTIES*:

  1. Wastewater System:

    1. The Utility Manager will be responsible for day to day operations of the AirVac Wastewater Collection System that include:

      1. Monitoring wastewater effluent meters

      2. Responding to customer complaints

      3. Repairing equipment when necessary.

      4. Maintain a clean, safe, and well organized work space

      5. Outreach and education to customers to answer questions and to provide information about operation of the AirVac system.

  2. Drinking Water System

  3. Ensure proper chlorine dosage is administered at pumping stations and monitor daily chloride residual levels at the pump stations and at designated residential test sites.

  4. Collect, record, and maintain data associated with chlorine levels, pump station meters, and chlorine pump functions.

  5. Collect water samples for monthly bacterial indicators as well as periodic EPA mandated testing for chemical contaminants.

  6. Monthly recording of water meter use data and submittal to Accounting for billing.

  7. Use meter reading data and other sources for monthly leak detection monitoring.

  8. Other duties that are related to the management and operation of utility systems and associated infrastructure.

    * Some of these duties may be shared with the water/ wastewater system operator(s).

 
Position Requirements

MINIMUM QUALIFICATIONS:

Education/ Certification:  1) Must be Certified as a Water Works Operator by the State of Washington (WDM1); 2) Must complete an AirVac operation and maintenance course at an AirVac training facility and other trainings deemed necessary by the Environmental Coordinator; 3) An Associate’s degree in a related field is required; 4) Engineering experience preferred; 5) Mechanical/ plumbing experience preferred; 6) Candidate must possess a valid Washington State Driver’s License.

Work Experience: 1) At least two years of utility management experience is preferred; 2) Two years of work experience in drinking water system operation and maintenance is required; 3) Two years of experience wastewater collection is preferred, but not required; 4) Some work experience may be credited to those candidates with experience in wastewater/ water infrastructure installation or repairs.

KNOWLEDGE, SKILLS, ABILITIES REQUIRED FOR POSITION

  • Knowledge and experience with computers, particularly in the use of MS Word and Excel software.
  • Knowledge and skills associated with utility related construction, repairs, and maintenance is preferred.
  • Ability to operate and maintain various water system and wastewater system equipment
  • Ability to perform basic maintenance and operation duties
  • Ability to understand and follow departmental and EPA regulatory rules and regulations.
  • Ability to use personal computer and software programs beyond basic skill level
  • Ability to perform mathematical computations including addition, subtraction, multiplication, fraction, and percentage calculations in English and metric systems.
  • Ability to communicate with the public, general contractors, and vendors effectively and courteously
  • Ability to establish & maintain effective working relationships with fellow employees
  • Ability to use safe, effective, efficient, and economical work practices and habits
  • Ability to read, comprehend, and interpret operation and maintenance manuals as well as electrical/ mechanical, and structural drawings. Ability to read, write and understand English at a high level to maintain efficient job performance.
  • Ability to write summary reports for submission to supervisors, regulatory agencies, and grant funding sources.

PHYSICAL REQUIREMENTS:

Work is performed in all weather conditions and can be heavy, physical labor requiring bending, stooping, and lifting of up to 50 pounds.

OTHER CONSIDERATIONS:

CONTINUING EDUCATION/ TRAINING:

  1. Attend periodic trainings to stay current with changes in O & M requirements, safety protocol, and regulatory standards.

  2. Maintain WA State DOH certification by completing approved CEUs on a triennial basis.

WORK SCHEDULE: 32-40 hrs/ wk 

  As with all positions of the Lower Elwha Klallam Tribe, this position is Indian Preference in hiring, in Accordance with P.L. 93-638.
